(a) 
The Mayor or the Commissioner of Public Safety, with the approval of the Mayor, may designate certain streets and routes in the City as snow emergency routes. The streets and routes so designated shall be marked by placement of distinctive signs along affected portions of the various streets.
(b) 
All vehicular traffic operated along designated routes between November 1 and May 1 of the following year shall be operated with either tire chains or adequate and approved snow tires in place and operational.

(a) 
Generally. Any vehicle on any snow emergency route which becomes immobilized and which is not properly equipped when snow or ice is present shall be deemed in violation of this article, and failure of the vehicle to be equipped shall be deemed prima facie evidence of guilt of the operator of the vehicle in question. All immobilized vehicles shall be subject to being removed from the route by the police, and the operator of the vehicle, upon conviction, shall be fined in accordance with those provisions set forth in Section 2-16-84(a).
(b) 
Tow charges. Tow charges, if applicable, shall be the responsibility of the vehicle owner or operator and shall be separate and distinct from the fine. The liability for tow or hauling charges shall not depend on conviction under this article.

(a) 
The Mayor, Commissioner of Public Safety, City Engineer or Traffic and Parking Engineer may declare snow emergencies. Immediately after the declaration of emergency and publication thereof by radio, television or other communication media, all parking along all streets shall be prohibited for the duration of the emergency.
(b) 
The Bureau of Police may remove or cause to be removed any vehicle from any street which is parked in such a manner as to be considered hazardous to the safe operation of traffic or to interfere with emergency operations. The cost of the removal of any vehicle shall be levied against the owner of the vehicle, including the storage charges plus, upon conviction, a fine in accordance with those provisions set forth in Section 2-16-84(a).

Once a snow emergency has been declared, priority for snow clearance shall be given to the designated emergency routes. The parking prohibition in this article is to facilitate clearance.

The Mayor, Commissioner of Public Safety, City Engineer or Traffic and Parking Engineer shall declare cessation of snow emergency conditions as soon as practicable. Upon this declaration, all traffic and parking patterns shall revert to normal conditions permitted without reference to the emergency restrictions contained in this article.
