There is created, in pursuance of the authority conferred by
article 3 [§ 26 et seq.] of the General City Law, a planning
board of five members to be appointed by the mayor who may remove
any member of the planning board for cause and after public hearing.

(a) The qualifications for members of the planning board shall be as
set forth in § 27 of the General City Law of the state.
The term of office for members of the planning board shall be five
years so fixed that one term shall have expired at the end of each
official year.
(b) If a vacancy occurs other than by expiration of the term, it shall
be filled by appointment for the unexpired term.

The planning board shall have and possess all of the powers
provided under article 3 [§ 26 et seq.] of the General City
Law and under article 12-A [§ 234 et seq.] of the General
City Law.
