General Provisions

Each holder of an electrician's license of any grade shall furnish the Secretary of the Electrical Board with a written notice of the license holder's permanent address, and each holder of a master's license of any grade shall furnish the Secretary of the Electrical Board with a written notice of the license holder's permanent address and telephone number. The lists shall be kept up to date and current at all times by the holders of the licenses.

(a) 
An apprentice training permit shall entitle an unlicensed helper or apprentice to perform electrical work laid out for the apprentice while the apprentice is in the same premises and is being supervised by the holder of an unexpired, unsuspended, unrevoked license of the grade entitling the holder to perform the work, provided that only one unlicensed helper or apprentice is being supervised at any one time by any one holder of a license.
(b) 
An apprentice training permit may only be obtained for an individual by the holder of an active master license of any grade from the Commissioner of Codes Enforcement.
(c) 
An apprentice training permit shall be issued by the Commissioner of Codes Enforcement to an unlicensed electrical worker of good moral character making written application to the Secretary of the Electrical Board for the permit, accompanied by a request from a master licensed individual as outlined in Section 2-6-193(1). No experience is required for obtaining an apprentice training permit. A fee of $5 shall accompany the written application.
(d) 
There shall be a fee of $10 for the first year or for the annual renewals for an apprentice training permit. A permit shall be renewed on the expiration of the annual period for which it was issued.

(a) 
Required. Every person desiring to engage in any business or perform any work for which a license is required under the provisions of this division and who has the experience required for doing so shall appear before the Electrical Board and pass an examination as to the person's qualifications and competency for the class of license desired.
(b) 
Determination of qualifications of applicant; requirements for questions and answers. The Electrical Board shall determine by written examination the qualifications of each applicant for the particular grade of license for which the applicant has applied. The form and content, as well as the administration and grading of such exam shall be as determined by the Electrical Board and shall be based primarily upon the National Electric Code.
(c) 
Grading; issuance of license. A minimum grade of 70% shall be required as a passing grade. Upon the payment of the fee prescribed in this division and presentation of evidence of insurance where insurance is required, the applicant shall be issued a license of the grade for which the applicant has been certified. The license shall be signed by the Commissioner of Codes Enforcement.
(d) 
Application and examination fees. Upon making application for a license each applicant shall pay an application fee of $20 plus the appropriate examination testing fee, which shall be the cost of providing the examination plus $10. The application fee shall not be refundable. If, after a review of the application, it is determined that the applicant is not eligible for the examination applied for, the examination testing fee shall be refunded. The examination testing fee shall not be refunded unless an application for refund has been made before the examinations have been ordered from the testing agency. No refunds or credits for later examinations shall be given.
(e) 
Reexamination for failure to obtain license within certain time; fees. Any applicant who passes an examination for any grade of license and fails to obtain the license of that grade by paying the fee as prescribed in this division within a period of one year shall forfeit the right to obtain a license until the applicant again qualifies by passing another examination as required for the first examination. Each examination given, regardless of the number taken by the applicant, shall be accompanied by the full fee prescribed in this division for the trade examination given. Examination fees cannot be applied as any part of the license fees prescribed herein.

(a)

An applicant for a master electrician license shall be of good moral character and shall have at least eight years of experience in the installation of electrical equipment, exclusive of any other experience in connection with radios, television equipment, airplanes or appliances, at least four years of which shall have been as a journeyman electrician. In lieu of the experience, the applicant shall have graduated, after majoring in electrical engineering, from an accredited college or university and shall have at least one year of practical electrical experience in the installation of electrical equipment, exclusive of any other experience in connection with radios, television equipment, airplanes or appliances. In lieu of the other requirements of this subsection, the applicant shall either have two years of college credit while majoring in electrical engineering at an accredited college or university or be a graduate of a recognized electrical trade school and shall have at least four years of practical electrical experience in the installation of electrical equipment, exclusive of any other experience in connection with radios, television equipment, airplanes or appliances, at least two years of which shall have been as a journeyman electrician.
(b) 
Journeyman electrician. An applicant for a journeyman electrician license shall be of good moral character and shall have at least four years of experience in the installation of electrical equipment, exclusive of any other experience in connection with radios, television equipment, airplanes or appliances.
(c) 
Basis for examination. The master electrician's examination and the journeyman electrician's examination shall be based on the current edition of the National Electrical Code generally, and any additional technical electrical questions shall be comprehensive in nature. The journeyman electrician's examination shall be less difficult than the master electrician's examination.

(a) 
Master sign specialist. An applicant for a master sign specialist license shall be of good moral character and shall have at least four years of experience in the manufacture and installation of signs and outline lighting, exclusive of experience devoted entirely to nonelectrical phases of the work such as time spent exclusively on the manufacture of sign enclosures. In lieu of the experience, the applicant shall have graduated, after majoring in electrical engineering, from an accredited college or university and shall have at least one year of practical electrical sign experience. In lieu of either of the other requirements of this subsection, the applicant shall have either two years of college credit in an accredited college or university or be a graduate of a recognized electrical trade school and shall have at least two years of practical sign and outline lighting experience.
(b) 
Journeyman sign specialist. An applicant for a journeyman sign specialist license shall be of good moral character and shall have at least one year of experience in the manufacture and installation of signs and outline lighting, exclusive of experience devoted entirely to nonelectrical phases of sign work.
(c) 
Basis for examination. The master sign specialist's examination and the journeyman sign specialist's examination shall be based on that part of the current edition of the National Electrical Code governing signs and outline lighting installations and other National Electrical Code provisions that relate to these installations, and any additional technical questions shall also be related to signs and outline lighting installations. The journeyman sign specialist's examination shall be less difficult than the master sign specialist's examination.

An applicant for a master heating and air-conditioning specialist license shall be of good moral character and shall have at least four years of experience in the installation of heating and air-conditioning equipment as outlined in Section 2-6-193(5), exclusive of experience devoted to nonelectrical phases of heating and air-conditioning equipment installations. In lieu of the experience, the applicant shall have graduated, after majoring in electrical engineering, from an accredited college or university and shall have at least one year of practical electrical experience in the installation of heating and air-conditioning equipment as outlined in Section 2-6-193(5). In lieu of either of the other requirements of this subsection, the applicant shall have either two years of college credit in an accredited college or university or be a graduate of a recognized electrical trade school and shall have at least two years of practical electrical experience in the installation of heating and air-conditioning equipment as outlined in Section 2-6-193(5), exclusive of experience devoted to nonelectrical phases of heating and air-conditioning equipment installations.
(b) 
Journeyman heating and air-conditioning specialist. An applicant for a journeyman heating and air-conditioning specialist license shall be of good moral character and shall have at least one year of experience in the installation of heating and air-conditioning equipment as outlined in Section 2-6-193(6), exclusive of experience devoted to nonelectrical phases of heating and air-conditioning equipment installations.
(c) 
Basis for examination. The master heating and air-conditioning specialist's examination and the journeyman heating and air-conditioning specialist's examination shall be based on that part of the current edition of the National Electrical Code governing heating and air-conditioning equipment and all associated motors and controls and other provisions of the National Electrical Code that relate to such installations, and any additional technical questions shall also be related to these heating and air-conditioning equipment installations. The journeyman heating and air-conditioning specialist's examination shall be less difficult than the master heating and air-conditioning specialist's examination.

(a) 
Master gasoline dispensing pump specialist. An applicant for a master gasoline dispensing pump specialist license shall be of good moral character and shall have at least four years of experience in the repair or replacement of gasoline dispensing pumps and associated electrical wiring, motors, and electrical controls as outlined in Section 2-6-193(7). In lieu of the experience the applicant shall have graduated, after majoring in electrical engineering, from an accredited college or university and shall have at least one year of practical electrical experience in the repair or replacement of gasoline dispensing pumps and associated equipment as outlined in Section 2-6-193(7). In lieu of either of the other requirements of this subsection, the applicant shall have either two years of credit from an accredited college or university or be a graduate of a recognized electrical trade school and shall have at least two years of practical electrical experience in the repair or replacement of gasoline dispensing pumps and associated equipment as outlined in Section 2-6-193(7).
(b) 
Journeyman gasoline dispensing pump specialist. An applicant for a journeyman gasoline dispensing pump specialist license shall be of good moral character and shall have at least one year of practical electrical experience in the repair or replacement of gasoline dispensing pumps and associated equipment as outlined in Section 2-6-193(8).
(c) 
Basis for examination. The master gasoline dispensing pump specialist's examination and the journeyman gasoline dispensing pump specialist's examination shall be based on that part of the current edition of the National Electrical Code governing gasoline dispensing pump installations, and any additional technical questions shall also be related to the gasoline dispensing pump equipment. The journeyman gasoline dispensing pump specialist's examination shall be less difficult than the master gasoline dispensing pump specialist's examination.

(a) 
Master fire protection equipment specialist. An applicant for a master fire protection equipment specialist license shall be of good moral character and shall have at least four years of experience in the installation of fire protective signaling systems as outlined in Section 2-6-193(9). In lieu of the experience, the applicant shall have graduated, after majoring in electrical engineering, from an accredited college or university and shall have at least one year of practical electrical experience in the installation of fire protective signaling systems as outlined in Section 2-6-193(9). In lieu of either of the other requirements of this subsection, the applicant shall have either two years of credit in an accredited college or university or be a graduate of a recognized electrical trade school and shall have at least two years of practical electrical experience in the installation of fire protective signaling systems as outlined in Section 2-6-193(9).
(b) 
Journeyman fire protection specialist. An applicant for a journeyman fire protection specialist's license shall be of good moral character and shall have at least one year of experience in the installation of fire protective signaling systems as outlined in Section 2-6-193(10).
(c) 
Basis for examination. The master fire protection equipment specialist's examination and the journeyman fire protection equipment specialist's examination shall be based on that part of the current edition of the National Electrical Code governing fire protective signaling systems and provisions of the National Electrical Code that relate to these installations, and any additional technical questions shall also be related to fire protective signaling system installations. The journeyman fire protection equipment specialist's examination shall be less difficult than the master fire protection equipment specialist's examination.

Master elevator specialist. An applicant for a master elevator specialist's license shall be of good moral character and shall have at least eight years of experience in the installation of elevator units and associated wiring and equipment, as outlined in Section 2-6-193(11), at least four years of which shall have been as a journeyman elevator specialist. In lieu of the experience, the applicant shall have graduated, after majoring in electrical engineering, from an accredited college or university and shall have at least one year of practical electrical experience in the installation of elevator units and associated wiring and equipment as outlined in Section 2-6-193(11). In lieu of the other requirements of this subsection, the applicant shall have either two years college credit while majoring in electrical engineering at an accredited college or university or be a graduate of a recognized electrical trade school and shall have at least four years of practical electrical experience in the installation of elevator units and associated wiring and equipment as outlined in Section 2-6-193(11), at least two years of which shall have been as a journeyman elevator specialist.
(b) 
Journeyman elevator specialist. An applicant for a journeyman elevator specialist license shall be of good moral character and shall have at least four years of experience in the installation of elevator units and associated wiring and equipment as outlined in Section 2-6-193(12).
(c) 
Basis for examination. The master elevator specialist's examination and the journeyman elevator specialist's examination shall be based on that part of the current edition of the National Electrical Code governing elevator equipment and all associated motors and controls and other provisions of the National Electrical Code which relate to these installations and any equipment installations. The journeyman elevator specialist's examination shall be less difficult than the master elevator specialist's examination.

(a) 
It shall be unlawful for any person who is not the holder of a license issued under the provisions of this division to engage in any business or perform any work in connection with constructing, installing, extending, repairing or replacing any electrical wiring, apparatus or equipment of any voltage, except that a helper or an apprentice electrician who is the holder of an apprentice training permit may perform work laid out for the apprentice by a holder of a license if the apprentice is in the same premises and being supervised by the holder of the license and if the license is such as to permit the holder to do the work and if not more than one helper or apprentice is being supervised by any one holder of a license.
(b) 
It shall be unlawful for any holder of any license issued under the provisions of this division to engage in any phase of the electrical business or perform any electrical work other than the business or work authorized by the class of license held by the license holder, except that a helper or an apprentice electrician who is the holder of an apprentice training permit may perform work laid out for the apprentice by a holder of a license enabling the holder to do the work and then only while the apprentice is in the same premises and being supervised by the holder of a license.

It shall be unlawful for a master electrician, a master sign specialist, a master heating and air-conditioning specialist, a master gasoline dispensing pump specialist, a master elevator specialist, a master fire protection equipment specialist or any person to send any person on any job requiring a license to act in the capacity of a licensed person unless the person is the holder of an unexpired, unsuspended, unrevoked journeyman's license of the grade required by the provisions of this division and the person is under the supervision of the holder of an unexpired, unsuspended, unrevoked master's license of the grade required by the provisions of this division, or unless the person is the holder of an unexpired, unsuspended, unrevoked master's license of the grade required by the provisions of this division or, in the case of a helper or an apprentice electrician, unless the helper or apprentice is supervised by and on the same premises with a person holding and in possession of an unexpired, unsuspended, unrevoked journeyman's or master's license of the grade required by the provisions of this division entitling the license holder to perform the work and unless the helper or apprentice is the only unlicensed helper or apprentice being supervised by any one holder of a license.

There shall be 12 grades of licenses as follows:
(1) 
Master electrician. A master electrician's license shall entitle the holder to contract for and engage in the business of electrical wiring of any nature and to employ and supervise licensed journeyman electricians of any grade.
(2) 
Journeyman electrician. A journeyman electrician's license shall entitle the holder to perform any type of electrical work under the jurisdiction of a licensed master electrician. In no case shall any person who holds only a journeyman electrician's license contract for or engage in the business of electrical work of any nature nor perform electrical work of any nature except under the jurisdiction of a properly licensed master electrician.
(3) 
Master sign specialist. A master sign specialist's license shall entitle the holder to contract for or engage in the business of installing incandescent signs, luminous gas or electrical discharge outline lighting and to employ and supervise licensed journeyman sign specialists in the performance of the work on the signs and outline lighting installations. One holding only a master sign specialist's license shall not perform or supervise the performance of primary wiring to transformers connected with signs or outline lighting equipment, except that part and only that part of the primary wiring extending from the transformers to the outside edge of the enclosure of enclosed signs, nor perform or supervise the performance of any other type of electrical work other than electrical sign and outline lighting equipment.
(4) 
Journeyman sign specialist. A journeyman sign specialist license shall entitle the holder to perform sign and outline lighting work as outlined in Subsection (3) under the jurisdiction of a licensed master sign specialist or a licensed master electrician, but in no case shall a journeyman sign specialist contract for or engage in the business of sign work, outline lighting work or electrical work of any nature, nor perform any sign, outline lighting or other electrical work of any nature except under the jurisdiction of a licensed master sign specialist or a licensed master electrician.
(5) 
Master heating and air-conditioning specialist. A master heating and air-conditioning specialist's license shall entitle the holder to contract for and engage in the business of installing motors which are used only in connection with gas or oil heating units, air-conditioning units or combinations of gas or oil heating units or air-conditioning units, control wiring and equipment used only in connection with gas or oil heating units or air-conditioning units and the circuits supplying only the gas or oil heating units, air-conditioning units or combinations of these units. One holding only a master heating and air-conditioning specialist's license shall not perform or supervise the performance of any other type of electrical work.
(6) 
Journeyman heating and air-conditioning specialist. A journeyman heating and air-conditioning specialist's license shall entitle the holder to perform electrical work only on heating and air-conditioning equipment as outlined in Subsection (5) under the jurisdiction of a licensed master heating and air-conditioning specialist or a licensed master electrician, but in no case shall a journeyman heating and air-conditioning specialist contract for or engage in the business of installing heating and air-conditioning equipment or electrical work of any nature nor perform electrical work of any nature except under the jurisdiction of a licensed master heating and air-conditioning specialist or a licensed master electrician.
(7) 
Master gasoline dispensing pump specialist. A master gasoline dispensing pump specialist's license shall entitle the holder to contract for and engage in the business of repairing electrical wiring, motors and electrical controls associated with existing gasoline dispensing pumps and to replace existing gasoline dispensing pumps and the associated electrical wiring, motors and electrical controls with approved new or approved renovated gasoline dispensing pumps and associated electrical wiring, motors and electrical controls. One holding only a master gasoline dispensing pump specialist's license shall not perform or supervise the performance of electrical wiring or electrical controls beyond the gasoline dispensing pump island nor perform or supervise the performance of the original installation of gasoline dispensing pumps or associated electrical wiring, motors or electrical controls nor perform or supervise the performance of any other type of electrical work.
(8) 
Journeyman gasoline dispensing pump specialist. A journeyman gasoline dispensing pump specialist's license shall entitle the holder to perform the repairing and replacement work as outlined in Subsection (8) under the jurisdiction of a licensed master gasoline dispensing pump specialist or a licensed master electrician, but in no case shall a journeyman gasoline dispensing pump specialist contract for or engage in the business of repairing or replacing gasoline dispensing pumps or associated electrical wiring, motors or electrical controls nor perform any gasoline dispensing pump electrical work of any nature except under the jurisdiction of a licensed master gasoline dispensing pump specialist or a licensed master electrician.
(9) 
Master fire protection equipment specialist. A master fire protection equipment specialist's license shall entitle the holder to contract for and engage in the business of installing fire protective signaling systems, associated wiring and equipment of 24 volts or less. One holding only a master fire protection equipment specialist's license shall not perform or supervise the performance of any other type of electrical work.
(10) 
Journeyman fire protection equipment specialist. A journeyman fire protection equipment specialist's license shall entitle the holder to perform electrical work only on fire protective signaling systems as outlined in Subsection (9) under the supervision of a licensed master fire protection equipment specialist, but in no case shall a journeyman fire protection equipment specialist contract for or engage in the business of installing fire protective signaling systems or electrical work of any nature except under the supervision of a licensed master fire protection equipment specialist or a licensed master electrician.
(11) 
Master elevator specialist. A master elevator specialist's license shall entitle the holder to contract for and engage in the business of installing motors which are used only in connection with elevator units, control wiring, equipment and supply wiring from the circuit's last disconnecting means, used only in connection with the motors. One holding a master elevator specialist's license shall not perform or supervise the performance of any other type of electrical work.
(12) 
Journeyman elevator specialist. A journeyman elevator specialist's license shall entitle the holder to perform electrical work only on elevator equipment as outlined in Subsection (11) under the jurisdiction of a licensed master elevator specialist or a licensed master electrician, but in no case shall a journeyman elevator specialist contract for or engage in the business of installing elevator equipment or electrical work of any nature nor perform electrical work of any nature except under the jurisdiction of a licensed master elevator specialist or a licensed master electrician.

An applicant for a license required under the provisions of this division shall file written application with the Secretary of the Electrical Board stating the grade of license for which the applicant wishes to be examined, and the applicant shall submit documentary proof satisfactory to the Electrical Board of the applicant's qualifications to take the examination and shall pay to the Secretary the required fee when the application is filed.

Every person who, on October 1, 1984, was engaged as a specialist for at least one year within the corporate limits of the City in one of the various grades for which a license has not been heretofore required shall be granted a license of that grade without examination upon payment of the fee prescribed in this subdivision for the first year of the license, provided that each application for a license without examination shall be made to the Electrical Board within three calendar months after October 1, 1984, and, provided further, that each application for the license is accompanied by an affidavit or other proof satisfactory to the Electrical Board of the engagement.

Master electrician. The first annual fee for a master electrician's license shall be $300 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $100, payable in full on the expiration of the license.
(b) 
Journeyman electrician. The first annual fee for a journeyman electrician's license shall be $50 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $25, payable in full on the expiration of the license.
(c) 
Master sign specialist. The first annual fee for a master sign specialist's license shall be $300 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $100, payable in full on the expiration of the license.
(d) 
Journeyman sign specialist. The first annual fee for a journeyman sign specialist's license shall be $50 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $25, payable in full on the expiration of the license.
(e) 
Master heating and air-conditioning specialist. The first annual fee for a master heating and air-conditioning specialist's license shall be $300 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $100 payable in full on the expiration of the license.
(f) 
Journeyman heating and air-conditioning specialist. The first annual fee for a journeyman heating and air-conditioning specialist's license shall be $50 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $25, payable in full on the expiration of the license.
(g) 
Master fire protection equipment specialist. The first annual fee for a master fire protection equipment specialist's license shall be $300 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $100, payable in full on the expiration of the license.
(h) 
Journeyman fire protection equipment specialist. The first annual fee for a journeyman fire protection equipment specialist's license shall be $50 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $25, payable in full on the expiration of the license.
(i) 
Master elevator specialist. The first annual fee for a master elevator specialist's license shall be $300 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $100, payable in full on the expiration of the license.
(j) 
Journeyman elevator specialist. The first annual fee for a journeyman elevator specialist's license shall be $50 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $25, payable in full on the expiration of the license.
(k) 
Master gasoline dispensing pump specialist. The first annual fee for a master gasoline dispensing pump specialist's license shall be $300 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $100, payable in full on the expiration of the license.
(l) 
Journeyman gasoline dispensing pump specialist. The first annual fee for a journeyman gasoline dispensing pump specialist's license shall be $50 for the first year, payable in full and in advance, and the annual renewal fee for the license shall be $25, payable in full on the expiration of the license.

(a) 
Types, amounts. All holders of licenses required under the provisions of this division shall carry compensation insurance, unemployment insurance and disability insurance when required by state law, and all such holders of licenses shall furnish liability insurance, exclusive of motor vehicles, of not less than $100,000 for one person and $300,000 for more than one person and $100,000 property damage, proof of which shall be registered with the Secretary of the Electrical Board at the time of renewal of the license.
(b) 
Suspension, reinstatement of license. Any holder of a license required under the provisions of this division who is found to be operating without the insurance requirements specified in Subsection (a) shall have the license revoked until the requirements of this division are met, but in no case for less than 15 days for the first offense, 60 days for the second offense and six calendar months for the third offense. During the period of suspension, the license shall be null and void. After the termination of any period of suspension, the license shall be again valid and effective, provided that renewal fees which have become due on the license were paid when due.

No licenses required under the provisions of this division shall be issued to any other than a natural person, except that licenses now held in the names of firms or corporations may continue to be so held and renewed subject to all other terms of this division and all other pertinent ordinances.

No license required under the provisions of this division that is in effect, issued or renewed shall ever be transferred to or used by any other person, other than the one to whom the license is or shall be issued.

It shall be a violation for any holder of any license of any grade that is required under the provisions of this division to allow any other person to use the license holder's name or license, directly or indirectly, for the purpose of obtaining a permit or performing work under the license.

(a) 
Any license issued under the terms of this division shall expire 30 days after the annual renewal fee becomes due and payable unless the fee is paid before the expiration of the thirty-day period. Any holder of any license who fails to pay the annual renewal fee within the thirty-day period shall be required to pay a renewal fee in the same amount as the fee for the first full year.
(b) 
Any holder of any renewable license of any grade who fails to pay any renewal fee due for the license within one year after the date the fee becomes due shall forfeit the license, and the license shall be null and void from and after the expiration of the one-year period.

Every person issued a license required under the provisions of this division shall carry the license at all times or shall be able to produce the license within 48 hours while performing work requiring a license by the provisions of this division, and the person shall produce and present the license immediately or within 48 hours upon request of any member of the Electrical Board or any inspection agent.
(b) 
Large, duplicate license copies, suitable for framing, shall be issued to all holders of master licenses for office use.

Any holder of a masters license required under the provisions of this division may place the license on inactive status by notifying the Secretary of the Electrical Board in writing of this intent and by refraining from actively engaging in any phase of the business of supervision or of performing any electrical work whatsoever. The annual renewal fee for any license placed on inactive status shall be 1/2 of the active annual renewal fee for the license. Active engagement by the holder of any license on inactive status in any phase of the electrical business or the electrical trade is unlawful unless the holder first converts the license from inactive status to active status by notifying the Secretary of the Electrical Board in writing of this intent and by paying to the Secretary of the Electrical Board the difference in the renewal fee between inactive and active status.

(a) 
Unfit licensee. The Electrical Board may revoke and cancel any license issued or renewed under the terms of this division if and when the Board has evidence that the holder of any license is incompetent or otherwise unfit to perform, in a safe manner, electrical equipment installations as provided in this article or if and when a court of law, after trial, has found that the holder of any license is not of good moral character by reason of any act committed by the license holder against any person or property in or on any premises where electrical work is being done, estimated or contemplated. Upon revocation and cancellation, the license shall be null and void and cannot be renewed until the person who held the license presents to the Board a certificate of good conduct issued by the State Department of Correction or a similar certificate of good conduct issued by the United States Government.
(b) 
Successive violations. If, within any three-year period, the license issued under the terms of this division has been suspended three or more times for violations of this division, the Electrical Board may revoke and cancel the license, and, upon revocation and cancellation, the license shall be null and void and cannot be renewed.
(c) 
Violation of provisions; hearing. The Electrical Board, upon recommendation of either the Chairperson or the Secretary of the Board, may suspend any license issued or renewed under the terms of this division if, after a hearing, it is established that the license holder has violated any of the terms of this division, or any of the electrical inspection requirements set forth in this chapter, and the suspension shall remain in effect until the requirements of this chapter are met, but in no case for less than 15 days for the first offense, 60 days for the second offense and six calendar months for the third offense. During the period of suspension, the license shall be null and void. After the termination of the period of suspension, the license shall again be valid and effective, provided that renewal fees which may have become due, were paid when due.
(d) 
Conviction for violation of provisions. Upon conviction of a license holder for a violation of any provision of this article in any court having jurisdiction, the license of the person so convicted shall automatically be suspended for a period of six months for the first conviction, for a period of one year for the second conviction and for a period of two years for the third conviction, and during the time of suspension, the license shall be null and void. After the termination of the period of suspension, provided that the suspension is for less than two years, the license shall again be valid and effective, provided that renewal fees which may have become due, were paid when due.
(e) 
Permanent revocation and cancellation. If, within any three-year period, the holder of any license is convicted three or more times for violation of any of the provisions of this article, the license shall be automatically revoked or cancelled. If, within any three-year period, the license is suspended three or more times for violations of the provisions of this article, the Electrical Board may revoke and cancel the license. Upon revocation and cancellation, the license shall be null and void and cannot be renewed thereafter.
