The Commissioner may revoke a plumbing permit when the Commissioner
finds:
(1) That there has been any false statement or misrepresentation as to
a material fact in the application, plans or specifications on which
the permit was based.
(2) That the permit was issued in error and should not have been issued
in accordance with the applicable law.
(3) That the work allowed under the permit is not being performed in
accordance with the provisions of the application, plans or specifications.
(4) The person to whom a permit has been issued fails or refuses to comply
with a stop order issued by the Commissioner.

If the completed plumbing installation is found to be in full
compliance with this article, other applicable ordinances, rules and
regulations and the laws of the state, the Commissioner shall issue
a certificate of approval.

This article shall not be constructed to affect the responsibility
or liability of any person owning, operating, controlling or installing
any plumbing installation, for damages to persons or property caused
by any defect in the equipment or in the installation of the equipment
nor shall any duly designated plumbing inspector of the City, any
member of the Plumbing Board of the City or the City assume any liability
for inspections, reinspections, the issuances of permits or the issuances
of licenses.
