GENERAL REFERENCES
Vehicles and traffic — See Ch. 325.
The following words, when used in this chapter, shall have the following meanings:
DIRT BIKES, MINIBIKES, GO-CARTS, ATVS AND OTHER VEHICLES NOT REQUIRED TO BE REGISTERED WITH THE DEPARTMENT OF MOTOR VEHICLES
When used herein, such phrases shall collectively refer to any wheeled device having a gasoline- or electric-powered motor capable of carrying either one person or more than one person and not required to be licensed by the Department of Motor Vehicles. Such terms shall in no way refer to any motorized means of transportation that in any way is used by or provided for the assistance of any individual having a disability.
A. 
No person shall operate or permit to be operated a dirt bike, minibike, go-cart, ATV or other such motorized vehicle as defined herein upon any street, road, or alley of the Borough.
B. 
No person shall operate or permit to be operated any dirt bike, minibike, go-cart, ATV or other motorized vehicle as defined herein on any area in the Borough other than on an all-weather improved surface.
C. 
No person shall operate or permit to be operated upon any Borough property of any type or nature, whether paved or unpaved, any dirt bike, minibike, go-cart, ATV or other motorized vehicle as defined herein, unless the Borough has posted the area designating the types of usage permitted.
No person shall operate or permit to be operated any dirt bike, minibike, go-cart, or other motorized vehicle not required to be licensed in the Commonwealth of Pennsylvania in any area in the Borough, except to the extent it is operated on a privately owned lot that:
A. 
Is a minimum of one acre in size;
B. 
Is on an area improved with an all-weather surface; and
C. 
Is not operated before the hours of 8:00 a.m. or after 8:00 p.m. prevailing time.
No motor vehicles or vehicles of any type required to be registered with the Commonwealth of Pennsylvania's Department of Motor Vehicles shall at any time be operated, parked or stored on any areas in the Borough unless such areas have been improved with an all-weather surface material and such areas have been properly authorized for the parking or storing of motor vehicles.
Whoever violates or fails to comply with any of the provisions of this chapter is guilty of a summary offense and shall, upon conviction thereof, be sentenced to pay a fine of not more than $100.
