There shall be an Industrial Commission, known as the "Industrial
Commission of the Town of Newton," consisting of seven members appointed
by the Council. Of the original appointees, one member shall be appointed
for one year, one member for two years, one member for three years,
two members for four years, and two members for five years. At the
expiration of each of the above terms, the new member or members shall
be appointed for a term of five years. All appointments to fill vacancies
shall be promptly filled by appointment by the Council for the unexpired
term thereof. Members shall serve for their respective terms and until
their successors are appointed and qualify. Members of the Industrial
Commission shall choose annually from among its members a Chairman
or President and such other officers as it may deem necessary. The
Mayor shall be an ex officio member of the Industrial Commission.
The Industrial Commission shall have the power to:
A. Inquire into, survey and publicize the extent, advantages and utility
of vacant land of the Town.
B. Classify such vacant land according to its adaptability for the settlement
thereon of various types of industrial enterprises.
C. Study and analyze the various industries with a view to ascertaining
the opportunities for industrial expansion in the Town.
D. Recommend to the Manager advertising the industrial advantages and
opportunities and the availability of real estate in the Town and
encourage and accomplish industrial settlement within the Town.
