There shall be a Department of Code Enforcement, the head of which shall be the Code Enforcement Director appointed by the Town Manager. The Department shall be responsible for administering and/or coordinating and enforcing the Property Maintenance Code.
There shall be a Uniform Construction Code Department which shall come under the direction of the Construction Official and shall include the following responsibilities:
A. 
Supervise and coordinate the regulations of the building subcode; supervise and coordinate the activities of the electrical subcode; supervise and coordinate the activities of the plumbing subcode; and supervise and coordinate the activities of the fire subcode.
B. 
Review and approve plans of proposed structures as set forth in the New Jersey Uniform Construction Code regulations for conforming with the building and energy subcode.
C. 
Inspect, evaluate, and supervise construction work and projects under way to ensure that all work installed conforms to the requirements of the approved plans and the building and energy subcode regulations of the New Jersey Uniform Construction Code.
D. 
Empowered to halt construction work by contractors when and if reasonable standards of workmanship and safety, plans, specifications and/or legal requirements are not being observed.
E. 
Collect and record permit and other fees, issue permits, and verify that required prior approvals have been obtained, and be responsible for ensuring that these actions are in accordance with the regulations of the New Jersey Uniform Construction Code.
F. 
Empowered to issue on-site warning citations and stop-work orders in cases of serious violations of the adopted subcodes and regulations which might endanger the health, safety, and/or welfare of the public or building occupants.
G. 
Maintain and supervise the maintenance of records, reports and files to show details of each project inspected.
H. 
As may be required, serve subpoenas and legal process notices, including notices of violation.
