Whenever any subdivision is proposed within the territorial jurisdiction of the Board and before any permit for the development of such land or for the erection of a structure thereon may be granted, the owner or his authorized agent shall apply for and secure approval of the proposed subdivision in accordance with this chapter. The Planning Board shall engage the services of a professional planner to make recommendations to it in connection with the planning and development of any parcel, and the fees for such planning advice shall be paid by the applicant.
