The purpose of this article is to establish a liquid waste acceptance program at the Village of Ridgewood operated Water Pollution Control Facility (WPCF), 561 Prospect Street, Glen Rock. The liquid waste acceptance program will help further the goals of providing environmental benefits by directing effluent from septic systems to modern, up-to-date, properly permitted treatment facilities. This article provides the requirements and conditions for the acceptance of trucked-in liquid wastes at the WPCF.
As used in this article, the following terms shall have the meanings indicated:
APPROVED LIQUID WASTE
Any liquid waste meeting the criteria established by the Village for acceptance by the Village of Ridgewood wastewater treatment facility, as measured by gallon for billing purposes.
FOG
An acronym for the waste stream containing Fats, Oils, and Grease. Said waste stream to be of a type and composition accepted by the Village of Ridgewood wastewater treatment facility.

HOURS OF LIQUID WASTE ACCEPTANCE
The following schedule for the acceptance of trucked-in liquid wastes shall be adhered to:
A. 
Normal hours: Monday through Friday, 7:30 a.m. to 5:30 p.m.
B. 
Emergency hours: only upon prior approval of the Superintendent of the WPCF. Excessive emergency requests may be grounds for revocation of permission to discharge.
LIQUID WASTE ACCEPTANCE BILLS
Bills for wastes received by the Village shall be prepared monthly or at the discretion of the Superintendent of WPCF. Payment shall be made within 30 calendar days of the date of the bill. Failure to pay within the thirty-calendar-day period shall subject a liquid waste transporter to revocation of permission to discharge at the WPCF and a violation of this article.
LIQUID WASTE TRANSPORTER
A tanker truck with a valid NJDEP annual registration, of known volume, and approved by the Village to discharge at the Village's WPCF, transporting liquid wastes. Each truck shall meet the following criteria:
A. 
Each truck shall be equipped with a dump valve and a minimum of 15 feet of controlled discharge hose.
B. 
Each truck shall have its capacity clearly marked on the side of the truck visible from the ground.
C. 
Each truck shall have been properly registered with the Village prior to discharging at the WPCF. All registrations must be completed and approved one week prior to initiating discharge.
D. 
Each truck shall be readily identifiable.
MASTICATED FOOD WASTE
A flowable waste stream comprised of ground food and suitable organic matter that can be pumped by the Village's wastewater treatment facility. Said waste stream shall be of a type and composition acceptable to the Village of Ridgewood wastewater treatment facility.

The Village of Ridgewood Water Pollution Control Facility (WPCF) will accept trucked-in liquid wastes meeting the following criteria:
A. 
Liquid commonly classified as "grey water" from a domestic leachate field.
B. 
Liquid from the pumping out or draining of a residential/domestic septic system tank.
C. 
Wastewater free of hydrocarbon or chemical product contamination.
D. 
Pumpout FOG: viscous fats/oil/grease, only if the materials are from an animal or vegetable source, commonly from restaurant grease traps. Nonaqueous content to be less than 25% of the load.
E. 
Concentrated FOG: viscous fats/oil/grease, mechanically concentrated prior to delivery, with the load having a nonaqueous content between 26% and 50% of the volume delivered.
F. 
Super-concentrated FOG: viscous fats/oil/grease, mechanically concentrated prior to delivery, with the load having a nonaqueous content greater than 50% of the volume delivered.
G. 
Masticated food waste. Ground food or organic waste in a flowable slurry that can be pumped by the equipment at the plant.

The Village of Ridgewood Water Pollution Control Facility (WPCF) shall employ the necessary means to confirm load quality and classification. In the event the WPCF's contract laboratory is required to provide quality determinations for a liquid waste load received at the plant, said cost of the laboratory analytical analysis shall be the responsibility of the liquid waste transporter delivering the load to the plant.

A. 
The Village Manager, in consultation with the Village Chief Financial Officer, WPCF Plant Superintendent, and the Village Engineer shall have the authority to establish and adjust the Liquid Waste Acceptance Rates. Rates will be established according to the ranges presented in Chapter 145, Fees. The Village Manager shall be able to adjust rates according to market conditions as warranted.
B. 
All liquid waste transporters delivering loads of FOG shall be billed according to the tank volume stated on the truck.
C. 
All liquid waste transporters delivering loads of grey water, domestic septage, or wastewater meeting requirements shall be billed for actual volume of the load on the truck.
D. 
All liquid waste transporters delivering loads of flowable masticated food waste meeting requirements shall be billed for the actual volume of the load on the truck.
E. 
Volume discount: For individual transporter/hauler firms that deliver more than 1,000,000 gallons of liquid waste per month to the plant, the Village shall grant them a discount of 15% from the total charges for that specific month. The discount shall not carry over to subsequent months if the subsequent month's volume does not exceed 1,000,000 gallons of liquid waste delivered.
No person or entity shall discharge or cause to be discharged via a liquid waste transporter to the WPCF the following:
A. 
Any effluent or waste containing hydrocarbon compounds, volatile organic compounds, semivolatile compounds, wastes with a pH less than five or greater than nine.
B. 
Any product, compound or substance found to be detrimental to the treatment process at the Village's WPCF.
C. 
Any product or substance that causes an NJPDES permit violation to the facility.
D. 
Any waste containing regulated substances.
E. 
No mineral or hydrocarbon source materials will be accepted.

The conditions of this article shall be enforced by the Director of Public Works or his/her designated subordinate, the Superintendent of the Water Pollution Control Facility or his/her designated subordinate.

Any person(s) or entities that are found to have violated any of the provisions of this article shall be subject to a fine not less than $500 per violation, per charge, in addition to being liable for any actions initiated by the New Jersey Department of Environmental Protection or the United States Environmental Protection Agency.
