It being the opinion of the Mayor and Council of the Borough
of Phoenixville that the use of mobile sound trucks or amplification
systems creates a dangerous traffic situation and interferes with
the public safety and peace, the use of such mobile sound trucks or
amplification systems is hereby forbidden upon the streets of the
Borough of Phoenixville. The use of mobile sound trucks or amplification
systems for civic, religious, political or other noncommercial purposes
shall be permitted upon the, streets of the Borough of Phoenixville
between the hours of 9:00 a.m. and 8:00 p.m., local prevailing time,
every day of the week, except Sunday.

This Part shall not apply to police vehicles, fire equipment
ambulances or any agencies of any governmental authority.

Each day that a mobile sound truck or amplification system is
used, there shall be a permit for the same secured from the Phoenixville
Chief of Police or, in his absence, from the next in command of the
Phoenixville Police Force.

Any person, firm or corporation who shall violate any provision
of this Part shall, upon conviction thereof, be sentenced to pay a
fine of not more than $1,000 plus costs and, in default of said fine
and costs, to a term of imprisonment not to exceed 30 days. Each day
that a violation of this Part continues shall constitute a separate
offense.
