Any person, organization, association or company desiring to tie in or connect a private fire and/or burglar alarm system to that of the Borough of Phoenixville may do so upon the following terms and conditions:
A. 
The cost of connecting and maintaining the electric line from the private residence or business establishment or other structure to the electric wires of Bell Telephone Company shall be borne by and shall be the sole responsibility of the person, organization, association or company desiring to tie in or connect with the Borough of Phoenixville's fire and/or burglar alarm systems.
B. 
A private box number shall be assigned to each such user.
C. 
Each such user of the Borough of Phoenixville's fire and/or burglar alarm systems shall pay an annual fee in amount as established by resolution, from time to time, by the Borough Council, provided, however, that this provision shall not apply to nonprofit organizations or associations. The Borough Manager is hereby authorized to enter into written agreements with those users who shall be required to pay an annual fee, the terms and conditions contained in such an agreement to be not inconsistent with the terms of this Part. In addition, the Borough Manager is hereby authorized to impose rules and regulations pertaining to the Borough's fire and burglar alarm system not inconsistent with the terms and conditions of this Part. D. 
No testing of any private fire and/or burglar alarm system shall be permitted except upon 24 hours, notice to the Phoenixville Police Department (in the case of burglar alarm testing) and to the Phoenixville Fire Chief and the Chester County Fire Radio Dispatch System (in the case of fire alarm testing).

The penalties imposed by any other ordinance of the Borough of Phoenixville for the accidental or purposeful setting of fire and/or burglar alarms shall also apply to any use hereunder.
