The Police Department shall consist of a maximum of one Chief
of Police, one Sergeant and a number of patrolmen determined appropriate
by the Mayor and Council with input from the Chief of Police.
All members of the Police Department shall be appointed by the
Mayor and confirmed by the Borough Council.
The Office of Chief of Police is hereby reconstituted. The Chief
of Police shall be the head of the Police Department and he shall
be directly responsible to the appropriate authority for the efficient
and routine day-to-day operations of the Department. The Chief of
Police is responsible for the general direction, control and supervision
of the Police Department as authorized and provided for by statute,
ordinances, rules and regulations, or other law.

The chain of command and rank in the High Bridge Police Department
as established by municipal ordinance shall descend in the following
order:
When officers are of the same grade, they shall rank according
to their seniority determined by time in rank. When two or more officers
are appointed to the same grade on the same day, each shall rank according
to his respective position on the eligibility list which determined
the order of his appointment to that grade.
The Police Department is governed by the terms of the collective
negotiation agreement executed between the Borough of High Bridge
and the PBA Local 188. The High Bridge Borough Police Department Rules
and Regulations adopted by the Mayor and Council and reviewed at the
last contract are also applicable to the extent that the policies
contained in those rules and regulations are consistent with the agreement.
The provisions contained in the PBA contract prevail where differences
exist. When there is a situation or policy not contained within the
Department Rules and Regulations and/or the negotiated agreement,
the policy or situation must be negotiated within the collective negotiated
agreement.
