A transit district hereby known as the "Greater New Haven Transit
District" is hereby established pursuant to the authority provided
in Chapter 108a of the General Statutes, as amended, for the formation of such districts.
Any town or city within the New Haven region may join the Greater
New Haven District upon application to said transit district and approval
of such application by a majority vote of the Board of Directors of
said transit district.
The boundaries of the district shall be coterminous with the
boundaries of the constituent municipalities comprising the district;
provided, however, that the transit district may provide service to
towns which do not belong to the transit district by contract approved
by the Board of Directors of the transit district.
Except as otherwise limited by this Article, the Greater New
Haven Transit District shall have all the powers provided in Chapter
103a, as amended, for transit districts established thereunder, including
the power to assume the powers of the Public Utilities Commission
of the State of Connecticut over any transit system operating within
the district, to establish, operate and maintain a new transit system
within the district or to acquire the property and franchises of any
company or companies operating a transit system within the district.
The affairs of the district shall be managed by a Board of Directors
chosen from among the electors of the constituent municipalities.
The membership of the Board of Directors shall be constituted as set
forth in Chapter 103a, as amended, or such other general or special act regarding representation
on the Board of Directors of a transit district. The persons to serve
as West Haven's representatives on the Board of Directors of
the district shall be appointed by the Mayor and shall be approved
by majority vote of the City Council.
In the event that a municipality shall vote to withdraw from
the district, the Board of Directors of the district, including the
members chosen from the withdrawing city or town, shall determine
the share of the district's expenses and obligations remaining
due from the withdrawing city or town, including repayment of indebtedness
on bonds or notes of the district, if any, theretofore authorized
to be issued by the district. The withdrawing municipality shall pay
or secure such amount to the district at the time of its withdrawal.

Pursuant to Connecticut General Statutes, Section 4-124j, the
City of West Haven does hereby join such other towns to create the
South Central Regional Council of Governments.
The City of West Haven hereby adopts the provisions of Chapter
50, Sections 4-124c through 4-124q, inclusive, of the Connecticut
General Statutes, relative to regional councils of government.
The Regional Council of Governments shall be entitled to exercise
all of the rights and authority and shall be subject to all of the
responsibilities and duties provided for in the Connecticut General
Statutes; said powers and duties shall consist of consideration of
such matters of a public nature common to two or more members of the
Council as it deems appropriate, including matters affecting the health,
safety, welfare, education and economic conditions of the area comprised
by its members.
The Council shall promote cooperative arrangements and coordinate
action among its members and make recommendations therefor to the
members and such other public and private agencies as exist or perform
functions within the region.
The Mayor is hereby authorized to represent the city in the
deliberations of the Council. Pursuant to Section 4-124k of the Connecticut
General Statutes, an elected official appointed by the Mayor shall
be entitled to represent the city on the Council in the Mayor's
absence.
As authorized under Connecticut General Statutes, Section 4-124o,
the City of West Haven hereby agrees to participate in the Regional
Planning Commission of the Regional Council of Governments. The representative
to the Regional Planning Commission and the alternate representative,
both as provided for in Section 4-124o, from the City of West Haven
shall be designated by the Mayor, and such representatives' terms
shall coincide with the elected term of office of the Mayor. Both
the representative and the alternate shall be regular members of the
Planning and Zoning Commission of the City of West Haven and shall
have all duties and powers as conferred in said section.
