There is hereby created a Municipal Stadium Commission for the
City of West Haven. Said Commission shall consist of
four electors, residents of said city, and shall be appointed by the
Mayor. One of said Commissioners shall be appointed for a term of
four years from the first day of August 1990, one for a term of three
years from said date, one for a term of two years from said date and
one for a term of one year from said date. Each of said Commissioners
shall serve until his successor is duly appointed and qualified. In
the month of August of 1991, and annually thereafter, the Mayor shall
appoint one such Commissioner for a term of four years. The members
of said Commission shall serve without compensation. In case of the
death, resignation or removal of any of the members of said Commission,
the Mayor shall have the power to fill the vacancy thereby occurring
for the balance of the unexpired term. No employee of the city or
member of any other board or commission of said city shall be appointed
a member of the Municipal Stadium Commission.
Said Commission shall have sole and exclusive charge, control
and management of the real and personal property known as "Quigley
Memorial Stadium" and all other real and personal property which may
be hereafter acquired and made a part of said stadium. Said Commission
shall have sole and exclusive power to lease or rent said Quigley
Memorial Stadium or any part thereof and is empowered to make and
alter from time to time any lease or rental arrangements as it shall
see fit to do.
Said Commission, within the limit of any appropriation which
may be made for said Commission, shall have power to appoint or employ
such agents or employees as it may deem necessary and shall have the
power to prescribe and define their prospective powers, duties and
authorities and shall fix and regulate the compensation to be paid
to all persons so employed.
