A police department is hereby established in and for the Township
of Robinson, retroactive to February 1, 1945. It shall consist of
one Chief of Police and patrolmen as required. The Chief of Police
shall be the chief executive of the Police Department. He shall be
under the direction of the Public Safety Committee and the Township
Commissioners, in charge of the police force, and have supervision
over its members in the exercise of their powers, duties and authority.

The office of Assistant Chief of Police is hereby created in
the Police Department. The Assistant Chief shall be the assistant
to the Chief of Police, the chief executive of the Police Department,
and shall perform all of the duties and functions of the Chief of
Police in his absence or disability. In addition, the Assistant Chief
shall perform all of the duties and functions assigned to him by the
Chief of Police, the Public Safety Committee or the Board of Commissioners.
The position of Assistant Chief shall be a nonbargaining unit, confidential,
administrative position and shall be selected by the Board of Commissioners
using the same procedure set forth in the First Class Township Code.

The office of Lieutenant is hereby created in the Police Department,
and the same shall be filled by the promotion of one of the regular
full-time members of the said Police Department, and henceforth the
Police Department shall consist of one Chief of Police, one Lieutenant
and patrolmen as required.

A. Any full-time regular policeman of the Township of Robinson holding
an associate degree of any accredited college or university shall
be entitled to additional compensation in the amount of $100 per year,
and any person holding a B.A. or B.S. degree from any accredited college
or university shall be entitled to an additional compensation in the
amount of $200 per year.
B. The Township of Robinson hereby creates the offices of Sergeant and
Detective Sergeant in the Police Department.
C. The duties of said offices shall be compiled by the Civil Service
Board and the Commissioners of Robinson Township as they see fit.
D. The Commissioners shall declare vacancies in said offices as they
see fit, from time to time, and make appointments to fill said vacancies
according to law.
E. Any person appointed to the office of Sergeant or Detective Sergeant,
and assigned additional duties as compiled by the Civil Service Board
and Commissioners of Robinson Township, shall be paid in accordance
with the collective bargaining agreement.

A. The Board of Commissioners of Robinson Township deems it to be in
the public interest that members of the Robinson Township Police Department
be residents of the Township of Robinson.
B. The Police Agreement provides that all members of the Robinson Township
Police Department shall be residents of the Township of Robinson,
provided an exception shall be made in the residency requirement for
any officer who lives in an enclave which falls totally within the
outer geographical limits of the Township. Such residence shall be
considered residence within the Township even where the enclave comprises
a political entity separate from that of the Township.
C. The First Class Township Code, § 639, authorizes the Township
Commissioners to require nonresident policemen to become residents
of the Township after appointment to such position.
D. Any newly appointed member of the Robinson Township Police Department
shall have a period of six months from the date of said appointment
to become a resident of the Township of Robinson. In the event that
he or she does not become a resident in accordance with this chapter,
said failure to become a resident in accordance with this chapter
shall be cause for dismissal from the Robinson Township police force.
E. "Residence" shall be hereinafter defined as the principal domicile
of the police officer in question.
F. "Date of appointment" shall be hereinafter defined as when the police
officer is appointed to a permanent full-time position.
G. The proper officials of Robinson Township are hereby authorized and
directed to do all things necessary to effectuate the purpose of this
chapter.
