Except as otherwise specifically provided, any person who violates any provision of this chapter or any rule or regulation adopted under this chapter, shall be subject to a penalty as provided in Section 1-12.

(a) 
Establishment. The grades of all streets, alleys and sidewalks shall be established and described by the Council and shall be recorded by the City Clerk in his office.
(b) 
Required. No street, alley or sidewalk shall be worked until the grade is established.
(c) 
Altering. No person shall alter the grade of any street, alley, sidewalk or public ground, or any part thereof, unless authorized or instructed to do so by the Council.

(a) 
The following map and list shows private streets currently located within the City limits of the City of Lake Geneva:[1]

(b) 
Notwithstanding the subdivision design standards set forth in Sec. 66-96 of the Municipal Code, the above-designated streets may be dedicated and the City of Lake Geneva will accept any such dedication, provided that the street is improved to the following specifications:
(1) 
Minimum width of 16 feet.
(2) 
Thirty-inch mountable curb and gutter on both sides.
(3) 
Eight-inch compact stone base.
(4) 
Four-inch asphalt surface applied in two lifts.
(5) 
Forty-foot minimum right-of-way dedication.
