There shall be a Board of Recreation Commissioners established pursuant to N.J.S.A. 40:12-1 et seq.

A. 
The Mayor, with the advice and consent of the Township Committee, shall appoint seven residents of the township as members of the Board of Recreation Commissioners. The commissioners first appointed shall serve for terms of one, two, three, four and five years, respectively. Thereafter, all appointments shall be for terms of five years, and vacancies shall be filled for unexpired terms only. The members shall serve until their respective successors are appointed and qualify.

B. 
The members shall receive no compensation for their services.

Alternate members.

(1) 
Appointment; powers and duties.
(a) 
Two alternate members shall be appointed by the Township Committee and shall be entitled "Alternate No. 1" and "Alternate No. 2."
(b) 
No alternate members shall be permitted to act on any matter in which he or she has either directly or indirectly any personal or financial interest. An alternate member may, after public hearing if he requests one, be removed by the governing body for cause.
(c) 
Alternate members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote first.
(2) 
Terms. The terms of the alternate members shall be for five years, except that the terms of the alternate members shall be such that the term of not more than one alternate member shall expire in any one year; provided, however, in no instance shall the terms of the alternate members first appointed shall exceed five years.
The Board of Recreation Commissioners shall at all times be subject to the general authority of the Township Committee, but shall have the following powers, duties and authority:

To have and enjoy such powers as are conferred upon it by N.J.S.A. 40:12-1 to 40:12-15 inclusive.[1]

B. 
To determine the recreation needs of the Township of Liberty.
C. 
To establish policies and standards therefor.
D. 
To provide facilities and a program to comply with the recreation needs of the Township.
E. 
To promulgate, adopt and approve such rules and regulations as the Board of Recreation Commissioners shall deem fitting and proper to carry out its purposes and objects.
F. 
To prepare and submit an annual report to the Mayor and Township Committee.
G. 
To develop and encourage the maximum use of volunteer groups or individual assistance in the operation and/or financing of recreational programs.
A. 
Each year the Board of Recreation Commissioners shall develop a budget for the ensuring calendar year and present the same to the Township Committee and the Chief Financial Officer on or before December 15, which budget shall give the details of the moneys considered necessary to carry out the recreational program and shall show the amount allocated for the various required services.

B. 
The Township Committee shall have the right to approve said budget, in whole or in part, or to fix such amount which, in its opinion, is adequate and proper for the purpose of the Board of Recreation Commissioners and appropriate said sum for such purposes.
C. 
The Board of Recreation Commissioners shall conduct its affairs, policies and program each year within the amount appropriated by the Township Committee for such purpose and at no time shall expend more than the sum so appropriated.
D. 
All purchases shall be made by way of the Township of Liberty purchase orders and shall be in conformance with all local and state regulations and shall require the approval of the Township Committee of the Township of Liberty.

Regular meetings of the Board of Recreation Commissioners shall be held monthly. Special meetings shall be held at the call of the Chairman or, in his absence or disability, at the call of the Vice Chairman; provided, however, that a meeting shall be called upon the written request of two members of the Board of Recreation Commissioners. At least 48 hours' notice of any such meeting shall be given to all members and to the public in accordance with N.J.S.A. 10:4-6 et seq. At all meetings, a quorum shall consist of a majority of the members of the Board of Recreation Commissioners. Any member who does not attend 3/4 of the meetings for any calendar year may be discharged from the Committee by resolution of the Township Committee, and, in this event, a successor member shall be appointed to serve for his unexpired term.
