Every building or structure hereinafter erected or constructed
not exceeding 35 feet in height above the mean grade, erected or substantially
altered to be occupied for residential purposes, shall be protected
with an automatic fire-warning system equipped with automatic smoke-detection
devices or automatic smoke- and heat-detection devices primarily intended
for the protection of life by indicating abnormal conditions as hereinafter
provided. Placement of aforesaid system shall be immediately adjacent
to sleeping quarters in the building.
The system shall conform to the requirements of the most recent
editions of National Fire Code Standard No. 101 relative to life safety,
and of National Fire Code Standard No. 74 relative to household fire-warning
equipment adopted by the National Fire Protection Association.
Automatic smoke-detection devices or automatic smoke- and heat-detection
devices which comprise such a system shall conform to and be installed
as specified by the most recent provisions of the Life Safety Code,
National Fire Protection Association No. 101, and Household Fire Warning
Equipment, National Fire Protection Association No. 74.
For buildings and structures occupied for residential purposes
more than 35 feet in height above mean grade, the automatic fire-warning
system shall be installed as described above, and such system shall
also initiate the sounding of an audible alarm capable of being heard
in all occupied areas of the building or structure and shall register
the location of the alarm at a specified location within the building.
This article shall also apply to all residential buildings and
structures substantially altered (over $1,500) after passage hereof
and shall include also all residential buildings hereafter sold or
transferred.
Notification of this article shall be given to all applicants
for building permits prior to the issuance of such permits. Upon the
issuance of a building permit for new construction or alterations
exceeding $1,500, notification of same shall be forwarded to the Westville
Fire Code Official.
A Class A fire system and approved combination fire alarm and
sprinkler systems, as defined in National Fire Code Nos. 13, 72A,
B, C, D and E (whichever applicable) of the National Fire Protective
Association, shall be installed in all new construction in the Borough
of Westville having a sleeping capacity of 30 or more persons, above
the first floor, specifically including tenement houses, apartment
houses, boardinghouse, lodging houses, hotels, dormitories, clubhouses,
public or private houses, sanitariums, surgical institutions, asylums,
hospitals or homes for the aged. All buildings four stories or more
shall be totally sprinklered no matter what type and/or occupancy.
All multiple dwelling units of four or more apartments shall have an automatic fire-warning system as described in §
175-17 of this article.
The provisions of this article shall apply without regard to
the regulations of lenders or funding agencies; and shall be in addition
to any control exercised by such agencies concerning construction
and fire protection requirements related to such construction.
