As used in this chapter, the following terms shall have the meanings indicated:
TRAILER or CAMP CAR
Any vehicle used or intended to be used as a conveyance upon the public streets or highways, whether duly licensed as such or not, and includes self-propelled and non-self-propelled vehicles so designed and constructed or reconstructed or added to by means of accessories or otherwise in such manner as to permit the occupancy thereof as a permanent or temporary dwelling or sleeping place for one or more persons and having no permanent foundation.

It shall be unlawful for any person to park or place or to reside, dwell or live in, either permanently or temporarily, any trailer or camp car in, on or along any street, road or highway in the Borough of Westville, in the County of Gloucester and State of New Jersey, or on any premises whatsoever within the limits of the Borough of Westville.
A. 
The provisions of this chapter shall not apply to nor affect trailers within the limits of the Borough of Westville for the purpose of repairing same or for the purpose of storage or while the owner of said trailer shall be temporarily visiting a resident of the said Borough of Westville; provided, however, that any trailer undergoing repairs or being stored or being within the limits of the Borough while its owner may be temporarily visiting a resident of the said Borough shall not, during such period, be used by any person or persons as a dwelling or residence, and provided further that in the case of a trailer undergoing repairs or being within the Borough limits while its owner shall be temporarily visiting a resident of the Borough of Westville, the said trailer shall be prohibited from remaining in the Borough limits for longer than 14 days in any one year.
B. 
This chapter shall not apply to nor affect traveling carnivals, circus acts or organizations or groups of a similar character which shall enter the Borough of Westville having received written authority from the Mayor and Council of the said Borough of Westville, and from which said carnival, circus act or similar group a portion of the money received is turned over to a fire company, religious group or other civic enterprise in the Borough of Westville.

A. 
Any person violating or failing to comply with any of the provisions of this chapter shall, upon conviction be punishable as set forth in Chapter 1, Article I, § 1-15, General penalty.[1]

B. 
Any person who is convicted of violating the provisions of this chapter within one year of the date of a previous violation of the same article and who was fined for the previous violation shall be sentenced by the court to an additional fine as a repeat offender. The additional fine imposed by the court for a repeated offense shall not be less than the minimum or exceed the maximum fine fixed for a violation of this chapter, but shall be calculated separately from the fine imposed for the original violation of this chapter. The continuation of such violation for each successive day shall constitute a separate offense.
