A Length of Service Award Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997,[1] to reward members of the Hampton Township Volunteer Fire & Rescue for their loyal, diligent, and devoted services to the residents of the Township of Hampton.

The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Township of Hampton pursuant to P.L. 1997, c. 388;[1] and that such plan be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this chapter.

The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
A percentage of points will be awarded to active volunteer members for a year of service. An active member shall receive a percentage of the maximum LOSAP contribution based on the number of LOSAP points earned in a year, in accordance with the point schedule adopted.

B. 
A member is vested after five qualifying years.
Each active volunteer member shall be credited with points for volunteer services provided to the Hampton Township Volunteer Fire & Rescue, Inc., in accordance with the following schedule:

Fire/EMS total annual call responses (75 points maximum):

B. 
Fire/EMS drills (25 points maximum):
(1) 
Fire: two points per drill, minimum one-hour drill.
(2) 
EMS: two points per drill, minimum one-hour drill.
C. 
Training courses (25 points maximum): one point per training course (no points accrue for traveling hours or overnight stay hours).
(1) 
This includes, but is not limited to, Department-sanctioned training, such as:
(a) 
Certified Firematic training.
(b) 
Driver training courses.
(c) 
EMT/first responder recertification.
D. 
Official department meeting (12 points maximum per year): one point per official meeting of the Department.
E. 
Elected officers or staff officers: 10 points per full year of service.
(1) 
This includes the positions of the Chief, Deputy Chief, President, Vice President, Captains, Lieutenants, Safety Officer, Treasurer, Chief Engineer, and staff officers.
F. 
Special fire/EMS activities: one point per event (40 points maximum per year).
(1) 
Fire prevention activities.
(2) 
Fire Department work details, when called by President/Chief.
(3) 
EMS duty shift: twelve-hour shifts (must complete full twelve-hour shift).
G. 
Other Department-sanctioned activities: 1 point per activity (20 points maximum per year).
(1) 
This includes, but is not limited to:
(a) 
Attendance per parade.
(b) 
Fire/EMS fundraisers.
(c) 
Memorial services.
(d) 
County Fire Association meetings.
(e) 
Parade preparation: one point per parade (minimum one hour).
