GENERAL REFERENCES

A. 
Application for service connections shall be made to the Borough Clerk or Chief Water Clerk by the owner of the property to be supplied with water or by the plumber who has been engaged by the owner to do the work before any such connection shall be made. A connection charge of $500 shall be made for connection of a line with a three-fourths-inch meter, a connection charge of $750 shall be made for connection of a line with a one-inch meter. A connection charge of $1,000 shall be made for connection of a line with a meter of two inches or greater. The service connection from the main to the curb stop shall be installed by the Borough of Westville Water Department for individual residential dwellings only. All others shall be installed under the supervision of the Borough of Westville Water Superintendent and at the expense of the owner of the premises to be serviced.

B. 
Each individual property or building shall be serviced by a separate service line. In a case where unusual circumstances may arise in connection with the construction of a building and the volume of water or number of service lines necessary to service that building should be in question, it shall be resolved by the Borough Clerk or Chief Water Clerk and his determination shall be final.
C. 
It shall be the responsibility of each property owner to provide for a location for the installation of a water meter inside the building to be serviced. The location of the water meter in the building shall be determined by the Superintendent of the Water Department.
A. 
A supply of water for building or other special purposes, except on a lot or premises already supplied with water which is properly metered, must be separately applied for.
B. 
Service under any application may be discontinued without notice for any of the following reasons:
(1) 
The use of water for any other property or purposes than that covered by the application.
(2) 
Willful waste of water due to improper or leaking pipes or fixtures or failure to repair same when so directed.
(3) 
Neglecting or failing to make payment for water service or other charges in accordance with the ordinances established by Borough Council.

(4) 
Refusal to permit properly authorized Water Department personnel access to premises for the purpose of inspecting the service lines and other related appurtenances or for reading or changing meters or other necessary reasons.
C. 
When water service has been turned off at the request of the owner or occupant of a property, it shall be turned on only upon the written request of the owner of said property.

D. 
Installation of service lines from the main to the curb stop shall be made by the Borough of Westville Water Department for residential premises only. Service lines for any other purpose shall be installed by the customer at his or her expense and under the direction of the Water Department Superintendent.
A. 
In the case of a new account, the cost of the meter will be billed to the customer.
B. 
Installation will be inside the building at a location specified by the Superintendent of the Water Department.
C. 
A gate valve shall be installed in the service line on the street side immediately adjacent to the meter.
D. 
The owner of the property shall be responsible for all damages occurring to the meter except from normal wear and usage and will be billed for same.

E. 
If a property owner wishes to have his meter tested and the test proves the meter to be within 3% of total accuracy, a service charge of $25 shall be made. If the meter is faulty, the excess charge will be dropped for that quarter only.

A. 
Bills for water service shall be due and payable within 15 days after date of billing, which shall be quarterly.
B. 
In the event that a water meter in a property serviced by the Borough of Westville Water Utility cannot be read for more than one quarter, the Chief Water Clerk shall send a registered letter notifying the property owner that he shall make arrangements with the Water Clerk to have the meter read within 30 days of the letter date, or the water service may be discontinued until a reading has been obtained and a service and turn-on charge of $25 has been paid.

C. 
When a meter has become inoperative or is malfunctioning for any reason, excess charges will then be calculated by using a prior similar quarter of that particular account.

D. 
If a reading cannot be obtained at the end of a given quarter, a similar previous quarter shall be used to calculate the excess charge for that quarter. This procedure may be continued for no more than three quarters. At the end of that time, the Chief Water Clerk shall send a registered letter advising the property owner to make arrangements to have the meter read within 30 days or the water service will be discontinued. After a reading has been obtained, the bill will be properly calculated, and any adjustment necessary will be made.

E. 
When a sudden abnormal increase or decrease in a consumer's usage is evident and properly identified Water Department personnel are denied access for rereads or inspection for leaks or other necessary reasons, the water service may be discontinued immediately, and service shall not be resumed until the reread, inspection or other necessary reason for access has been satisfied and the consumer has paid a turn-on/turn-off service charge of $50.

A. 
No person except the Superintendent or other authorized Water Department personnel shall take water from any public fire hydrant other than for fire-fighting purposes.

B. 
Private fire mains or sprinklers may be permitted with the approval of the Water Superintendent and Chief Water Clerk after the approval of proper plans and specifications. A connection charge of $1,000 shall be made, and an annual standby service charge of $400 shall be billed thereafter.

C. 
An annual charge of $150 per hydrant shall be made for fire hydrants serviced by the Borough of Westville.

D. 
A total annual charge of $1,000 shall be made for all of the fire hydrants which are under the control of the Fire District of the Borough of Westville.

A. 
All pipes, meters and fixtures shall be subject at all reasonable hours to inspection by properly authorized Water Department personnel.
B. 
No plumber, owner or other unauthorized person shall turn the water on or off at any curb stop or disconnect, remove or tamper with any meter at any time.

B. 
The quarterly gallonage allowance for each water service connection or building meter up to and including 1 1/2 inches shall be 10,000 gallons for a single unit, 15,000 gallons for a duplex, 20,000 gallons for a triplex, and 25,000 gallons for a fourplex. The quarterly gallonage allowance for those water service connections or building meters above 1 1/2 inches shall be 50,000 gallons. Excess over those gallonage amounts shall be billed as follows:

C. 
The Borough of Westville desires to reduce the rate of delinquency and cost of subsequent collection proceedings for the payment of municipal taxes, assessments and other municipal charges; and the Borough of Westville desires to encourage timely payment of such municipal taxes, assessments and other municipal charges by offering taxpayers a rate of discount to the excess gallonage rate over 300,000 in the amount of $1 per 1,000 gallons, provided that all municipal taxes, assessments and other municipal charges are current, and provided that the bill for water charges is timely paid pursuant to § 118-7E; and the rate of discount for excess gallonage over 300,000 gallons in the amount of $1 per 1,000 gallons will promote timely payment of municipal taxes, assessments, and other municipal charges for the general good and financial welfare of the Borough. Therefore, based on the above, the Borough of Westville hereby adopts a rate of discount in the amount of $1 per 1,000 gallons in excess of 300,000 gallons for water consumption, effective commencing January 1, 1998, such discount to be applied only upon the compliance of the property owner with all of the above conditions.
D. 
A turn-off charge of $50 and a turn-on charge of $50 shall be made each time it is necessary to turn off a service at the curb.
E. 
All bills shall be rendered on a quarterly basis, that is, on January 1, April 1, July 1 and October 1 of each year, and shall be delinquent after the 10th day of the month of billing.
F. 
Bills remaining unpaid for the period of 10 days after they are rendered shall be charged interest at the rate of 8% per annum until such payment is made; and when such bill or the accumulation of bills is in excess of $1,500, then interest shall be charged at the rate of 18% per annum until such bill or bills are paid. In computing the outstanding bills, such computation shall include all outstanding and unpaid sewer bills or bills which shall be added to the unpaid water bills to determine the limit of $1,500.
G. 
Exceptions for individual dwellings. Senior citizens (age 65 or over) and disabled persons having an annual income not in excess of $20,000 and who fulfill the other qualifying criteria and limitations as provided in N.J.S.A. 54:28.4 et seq., which provides senior citizens real estate tax deductions, and such senior citizen owns and resides in a single-family dwelling house, shall be charged a reduced annual rate of $55 per quarter. Qualification determinations for the reduced rate provided for in this senior citizen exemption shall be made in accordance with the standards in effect for determining real estate tax deductions under the provisions of N.J.S.A. 54:4-8-40 et seq., and as said section shall be amended, from time to time, together with any applicable regulations promulgated thereunder, with the noted exception of the income limitation being raised to $20,000 in accordance with this amendment.

A. 
Any person violating or failing to comply with any of the provisions of this chapter shall, upon conviction thereof, be punishable as set forth in Chapter 1, Article I, § 1-15, General penalty. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.

B. 
If there is a failure to make payments when due or if a violation of any of the rules, regulations or procedures set forth in this chapter is found on any premises serviced by the Borough of Westville Water Department, the water service will be discontinued without notice, and the Borough of Westville shall not be under any obligation to refund any payments previously made.
C. 
Water services shut off for violations of this chapter or for failure to make payments when due will not be returned to service until all bills are paid in full, including the additional turn-on charge.
