Words and phrases, when used in this chapter, shall have the meanings
ascribed to them in the Vehicle Code of Pennsylvania, as now in force
or as hereafter amended, enacted or reenacted, except where the context
clearly indicates a different meaning.
2.
The term "legal holidays" as used in this chapter shall mean and
include: New Year's Day, Memorial Day, Independence Day, Labor
Day, Thanksgiving Day and Christmas.
3.
In this chapter, the singular shall include the plural, the plural
shall include the singular, and the masculine shall include the feminine
and the neuter.

All traffic and parking regulations of a permanent nature shall
be enacted as ordinances or as parts of ordinances or as amendments
to ordinances of the Township of Cranberry.

1.
The Chairman of the Board of Supervisors shall have the following
powers to regulate traffic and parking temporarily and in time of
emergency:
A.
In the case of fire, flood, storm or other emergency, to establish
temporary traffic and/or parking regulations.
B.
In the case of emergency or to facilitate public works, or in the
conduct of parades, processions or public events, to restrict or prohibit
traffic and/or parking in limited areas for periods of not more than
72 hours.

Such temporary and emergency regulations shall be enforced by the
Chairman and the Police Department in the same manner as permanent
regulations. Any person who shall operate or park a vehicle or tractor
in violation of any such regulation, or who shall move, remove, destroy,
injure or deface any sign or marking erected, posted or made to give
notice of any such regulation, shall, upon conviction thereof, be
liable to the penalty set forth in the law or elsewhere in this chapter
for a violation of such nature, or, in case of a violation for which
no specific penalty is set forth in the law or elsewhere in this chapter,
to a fine of not more than $10 and costs of prosecution, and, in default
of payment of such fine and costs, to undergo imprisonment for not
more than five days.

The Township Board of Supervisors may, from time to time, designate
places upon and along the highways in this Township where, for a period
of not more than 90 days, specific traffic and/or parking regulations,
prohibitions and restrictions shall be in force and effect, and shall
designate such locations by proper signs and markings. Such regulations,
prohibitions and restrictions shall be effective just as if they had
been specified in this chapter. No person shall operate or park a
vehicle or tractor in violation of any such regulation, prohibition
or restriction, and no person shall move, remove, destroy or deface
any sign or marking erected, posted or made by authority of this section.
Any person who shall violate any provision of this section shall,
upon conviction thereof, be liable to the penalty set forth in the
law or elsewhere in this chapter for a violation of such nature, or,
in case of a violation for which no specific penalty is set forth
in the law or elsewhere in this chapter, to a fine of not more than
$10 and costs of prosecution, and, in default of payment of such fine
and costs, to undergo imprisonment for not more than five days, provided
that the purpose of this section is to allow for the test and experimental
determination of the feasibility and desirability of permanent changes
in the ordinances of this Township relative to traffic and parking.

1.
There is hereby adopted by reference the Pennsylvania Vehicles Law,
Title 75, Pa.C.S., as amended, which law shall be in full force and
effect in the Township as if fully set forth in this section, and
shall be considered as part of this chapter.
2.
The police officers and fire policemen of this Township are hereby
given authority to direct traffic on the highways of the Township
and at intersections thereof. Cranberry Township firemen are granted
authority to direct traffic at the scenes of fires and accidents and
during other emergency operations.

1.
Definitions. For the purpose of this chapter, a "motor vehicle" is
defined as a motorized vehicle which is self-propelled. This is to
include all-terrain vehicles, automobiles, dune buggies, motor scooters,
trail bikes, trucks, and snowmobiles.
2.
Restrictions on Riding Motor Vehicles on Private Property. No person
shall operate a motor vehicle on private property of another without
the consent of the landowner, occupant, or lessee thereof. Any person
operating a motor vehicle upon lands of another shall stop and identify
himself upon the request of the landowner, his duly authorized representative,
occupant, or lessee.
3.
Restrictions on Riding Motor Vehicles on Township Property. No person
shall operate a motor vehicle on government property unless the property
is designated for such use. This does not include registered vehicles
on a public roadway.
4.
Exceptions. The provisions of this section shall not apply to the
following:
A.
Emergency personnel or government employees in the performance of
their duties.
B.
Family members with permission of the landowner, occupant, or lessee.
C.
Employees or agents of a utility who have permission to access the
property through an established right-of-way.
D.
Private property that is designed to be and is accessible to the
general public for the operation of a motor vehicle.
5.
Violations and Penalties. Persons who violate this section shall
be subject to a monetary penalty of not less and $25 nor more than
$100.

Definitions. For the purpose of this section, the following definitions
shall apply:
The territory contiguous to and including a highway when
within any 600 feet along the highway there are buildings in use for
business or industrial purposes including, but not limited to, hotels,
banks, schools, office buildings, or public buildings.
The entire width between the boundary lines of every roadway
publicly maintained when any part thereof is open to the use of the
public for purposes of vehicular traffic.
A motor cycle, including a motor scooter, with a motor which
produces not more than five brake horsepower. See the Vehicle Code,
75 Pa. C.S.A. § 102.
A motor scooter is both a "vehicle" and a "motor vehicle."
A motor scooter typically has two tandem wheels (one in front of the
other) and is powered by a gasoline engine or an electric motor and
may or may not have a seat or saddle for the driver. Motor scooters
include small motor cycles, mini bikes, "pocket bikes," and "pocket
rockets" as well as motorized standing scooters.
A vehicle propelled solely by human-powered pedals.
Self-propelled apparatus with wheels worn on the feet.
Any device that can serve as a means of locomotion, propulsion,
conveyance or transportation of a person or persons and which consists
primarily of two or more wheels affixed to a single platform or board
upon which a person or persons may stand, sit, kneel, or otherwise
be carried.
Any device that can serve as a means of locomotion, propulsion,
conveyance or transportation of a person or persons and which consists
primarily of four or more wheels affixed to a single platform or board
upon which a person or persons may stand, sit, kneel, or otherwise
be carried.
2.
Restrictions on Riding Motor-Driven Cycles, Roller Blades, Roller
Skates, Scooters, Motor Scooters, or Skateboards upon Private Property.
It shall be unlawful for any person to ride a motor-driven cycle,
roller blades, roller skates, scooters, motor scooters, or skateboards
upon the privately owned property of another without the consent of
the owner of that property. This shall include, but not be limited
to, private parking lots and traffic-ways.
3.
Operation of Motor Scooters. No motor scooter may be operated on
any highway unless the scooter is registered and displays the assigned
license plate, has a valid certificate of inspection, is covered with
financial responsibility, and the operator is a licensed driver.
4.
Riding of Motor-Driven Cycles, Roller Blades, Roller Skates, Scooters,
or Skateboards in Business Districts. It shall be unlawful to ride
motor-driven cycles, roller blades, roller skates, scooters, or skateboards
on any sidewalk in a business district.
5.
Prohibited Roadways. It shall be unlawful to operate a motor-driven
cycle, roller blades, roller skates, scooter, or skateboard on the
following highways:

6.
Riding Motor-Driven Cycles, Roller Blades, Roller Skates, Scooters,
Motor Scooter, or Skateboards on Township-Owned Property.
A.
It is unlawful for any person to ride a motor-driven cycle, roller
blades, roller skates, scooter, motor scooter, or skateboard on any
Township owned property where signs prohibit their use.
B.
It is unlawful to ride a motor-driven cycle, roller blades, roller
skates, scooter, or skateboard on any walls, hand railings, curbs,
or structures that are Township owned and are not specifically built
for the purpose of riding on them.
7.
Obedience of Persons Engaged in Riding Motor-Driven Cycles or Scooters,
Roller Blading, Roller Skating, Skateboarding, or Pedalcycling to
Traffic Control Devices and Regulations.
A.
A person operating a motor-driven cycle or scooter, roller blading,
roller skating, or skateboarding shall obey the instructions of a
police officer or other person authorized to direct, control, or regulate
traffic.
B.
A person operating a motor-driven cycle or scooter, roller blading,
roller skating, or skateboarding shall obey traffic and pedestrian
control signals as provided under the Pennsylvania Vehicle Code, § 3112
(relating to traffic control signals) and § 3113 (relating
to pedestrian control signal), or as amended, 75 Pa.C.S.A. §§ 3112,
3113.
8.
Right-of-Way to Pedestrians. The person operating a motor-driven
cycle or scooter, roller blading, roller skating, or skateboarding
shall yield the right-of-way to any pedestrian while operating on
a sidewalk, street or parking lot, exercising due care when passing
a pedestrian.
9.
Right-of-Way to Motor Vehicles. No person operating a motor-driven
cycle or scooter, roller blading, roller skating, or skateboarding
shall suddenly leave a curb, sidewalk, berm, or street or any place
of safety and ride upon or propel any motor-driven cycle, roller blades,
roller skates, scooter, or skateboard into or toward the part of a
vehicle which is so close as to constitute a hazard. A person operating
a motor-driven cycle or scooter, roller blading, roller skating, or
skateboarding upon a roadway shall ride as near as possible to the
right of the roadway as practicable, exercising due care when passing
a standing vehicle.
10.
Ramps and Devices. No person shall place a ramp, half pipe, or other
structure for riding motor-driven cycles, roller blades, roller skates,
scooters, skateboards, or pedalcycles in a highway or upon a sidewalk.
11.
Violations and Penalties. Persons who violate this section shall
be subject to a monetary penalty of not less than $25 nor more than
$100.
