The preliminary and final plans for a subdivision and/or land
development shall comprise a single plan or a series of plans that
includes the five types of information listed below.
1. Location and Identification. The plan shall:
A. Identify and locate the parcel being subdivided and/or developed.
B. Identify the owner/applicant of the subdivision or land being developed.
C. Identify the engineer or surveyor who prepared the plan.
2. Existing features on the plan and conditions of the site. The plan
shall:
A. Show the boundary of the parcel and label the bearing and distances.
B. Show all existing above ground features of the parcel, including
but not limited to:
C. Show all existing underground features on the parcel, including but
not limited to:
1. Sanitary sewer lines and water lines.
(a)
If any existing lines are to be abandoned, plans shall clearly
note the following: "Any existing sewer or water lines to be abandoned,
or any services which may have been previously abandoned not in accordance
with the Authority standards, shall be cut and capped at the mains
as per Pottstown Borough Authority specifications."
(b)
Existing sewer and water lines to existing buildings that are
to remain shall be verified as single and separate services with the
appropriate Authority and the results noted on the plan.
D. Show topographical information which depicts the elevation throughout
the parcel with contour lines of at least two feet.
3. Existing features off site. The plan shall:
A. Show physical features and topography on the property surrounding
the subject parcel for a distance of 100 feet, unless a greater distance
is deemed necessary by the Zoning Officer because of unconventional
topographic conditions.
4. Proposed Features. The plan shall clearly indicate all proposed physical
features planned for the parcel, including but not limited to:
A. New buildings.
1. Exact location(s) and actual footprint of proposed building(s).
2. Dimensional lines:
(a)
From the proposed building(s) to front, side and rear property
lines.
(b)
From the proposed building(s) to existing building(s) on adjacent
properties and building(s) to remain on the lot.
3. All plans shall clearly note:
(a)
"The proposed building(s) shall be staked in the location as
shown on the plan and approved by the Building Inspector/Zoning Officer
prior to the issuance of a building permit. Also, setback or separation
dimensions as indicated on the plan shall be maintained throughout
the construction. Field adjustments for building location may require
an amended plan, subject to the discretion of the Borough or its representatives."
D. Topographical information to depict areas of earthmoving and storm
drainage.
E. Scaled architectural/construction drawings of the new building(s)
shall be submitted with the subdivision and/or land development plans
and consist of the following:
1. Elevations, including materials used for each facade facing a street.
2. A description of materials comprising the facade of the proposed
building(s).
3. Foundation/first-floor plan.
4. Any additional plans that the Borough may require to accurately review
and assess the proposed building(s).
5. Certificates and Assurances.
A. Certification of a "Phase One" Environmental Site Assessment shall
be attached in accordance with ASTM (American Society for Testing
and Materials) standards.
B. The plan shall include the seal and signature of the engineer or surveyor who prepared the plan and a statement verifying the accuracy of the survey. The plan shall also include blocks for the certification of the owner and approval of Borough Council, the Pottstown Planning Commission and the Montgomery County Planning Commission. 1. Plans which qualify for minor plan submission pursuant to § 204
shall comply with the following submission requirements:
A. Drafting Standards. The following shall be depicted on the plan:
(1)
The plan shall be drawn to a standard engineering scale not
exceeding 100 feet to the inch.
(2)
The sheet or sheets shall be one of the following sizes: 15
inches by 18 inches, 18 inches by 30 inches, or 24 inches by 36 inches.
(3)
Property lines shall be drawn and labeled in conformance with
accepted surveying and civil engineering practices, including dimensions
shown in feet and decimals and bearings shown in degrees, minutes
and seconds.
B. Basic information to be shown on the plan:
(1)
Name, address and phone number of the applicant.
(2)
Name, address and phone number of any other property owner involved
in the proposal.
(3)
Name, address, phone number and professional seal of the individual
that prepared the plan.
(4)
Date of preparation of the plan and a descriptive list of revisions
to the plan and the revision dates.
(5)
North point and graphic and written scale.
(6)
Location plan showing the relationship of the subject tract
to the surrounding road network and major physical features.
(7)
The entire boundary lines of all lots involved in the proposal,
with bearings and distances and lot areas.
(8)
A list of the basic dimensional requirements of the applicable
zoning districts.
(9)
Legend sufficient to indicate clearly between existing and proposed
conditions.
(10)
Notes sufficient to describe what is being proposed and which
land areas are to be transferred as a result of the proposal.
C. Existing and proposed features to be shown on the plan:
(1)
Lot line adjustments:
(a)
The lot line proposed to be adjusted, as it currently exists,
shown as a dashed line, labeled "lot line to be removed."
(b)
The lot line as it is proposed to be after adjustment, drawn
using the standard lot line delineation at a heavier line weight than
the other lot lines and labeled "proposed new lot line."
(c)
Any existing physical features of the site which are involved
in the decision to adjust the line.
(d)
Any existing and/or proposed features which will be directly
affected by the lot line adjustment.
(2)
Simple conveyances:
(a)
The land area to be conveyed, drawn in a manner which makes
it readily identifiable. The lot lines defining this area shall be
drawn using the standard lot line delineation at a heavier line weight
than the other lot lines. This area shall be labeled "This area to
be conveyed to (name) and is not a separate building lot."
(b)
The area of the parcel being conveyed.
(c)
The areas of the previously existing lots and their areas following
conveyance.
(d)
Any existing and/or proposed site features which will be directly
affected by the conveyance.
(3)
Minor subdivisions.
(a)
Existing features:
1)
Streets bordering or crossing the tract, showing names, right-
of-way and cartway widths, and surface conditions.
2)
Locations of sanitary and/or storm sewer lines and water supply
lines.
3)
Location of all watercourses and limits of any floodprone areas,
based on FEMA studies or engineering determination.
4)
Contours obtained from USGS 7.5-minute quadrangle maps or more
accurate methods.
5)
Location and description of existing buildings and other structures,
labeled "to remain" or "to be removed," as applicable, and location
and description of existing buildings and other structures less than
50 feet beyond the tract boundaries.
6)
Outer limits of tree masses.
7)
Locations of any natural or man-made feature which may affect
the developability of the land, such as quarries, wetlands, etc.,
within the property and up to 100 feet beyond the tract boundaries.
8)
Location, type and ownership of major utilities, such as pipelines
and electric transmission lines, both above and below ground, with
descriptive notes.
9)
Easement or right-of-way dimensions.
10)
Additional setback or development restrictions imposed by the
utility company.
11)
Specific type of product using pipelines.
12)
Areas subject to deed restrictions or easements.
(b)
Proposed Features.
1)
Layout and dimensions of both lots, including net lot areas
and ultimate rights-of-way.
2)
All building setback lines.
3)
Locations of on-site water supply and sewage disposal, if applicable.
(4)
Minor Land Development.
(a)
The existing and proposed features for minor subdivisions above.
(c)
New buildings or additions to existing structures.
