The Board of Supervisors does hereby adopt the following fees charged for services for the following listed items within the Township of Willistown, Chester County, Pennsylvania.

The Board of Supervisors does hereby rescinds Resolution Number 11 of 2007 pertaining to fees charged for services in the year of 2010.
A.
Residential application and plan review fees.
(1)
Application fee: $75.
(2)
Plan review fee: $100.
(3)
New construction, including additions:

Alterations: work that does not increase measurable floor space and all alterations involving load-bearing structures.
(5)
Consultant fees and expenses for services provided during the review of grading, soil erosion, drainage and stormwater management plan reviews will be charged to the applicant and payable within 30 days of invoice.
(6)
Property maintenance inspection fee: $50, pass or fail.
Note: All applications submitted after January 1, 2010, must conform to the applicable 2009 International Codes Council and the Pennsylvania Uniform Construction Codes. |
B.
Nonresidential (IBC) application(s) and plan review fees.
(1)
Application fee: $100.
(2)
Third party plan review is required along with required inspections; and the fees for these services will be charged to the applicant and payable within 30 days of invoice.
(3)
New construction: A fee of $0.30 per square foot will be charged up to and including 5,000 square feet, and $0.25 per square foot for over 5,000 square feet to 10,000 square feet, and $0.20 cents per square foot over 10,000 square feet.

Nonresidential alterations: fees of $7.50 per $1,000 of cost up to $25,000 or part thereof and $1.50 per $1,000 over $25,000 will be charged based on a bona fide contract.

Plan review is required, and the fees for this service will be charged to the applicant.
(6)
All IBC related plans/permits require ADA plan review by a certified third party prior to issuance of any IBC permit.
(7)
Inspections: Each inspection completed by the Building Code Official will be charged at the rate of $70 per inspection. Inspections by third-party agencies are required, and the fees for those inspections will be charged to the applicant and payable within 30 days of invoice.
(8)
Reinspections. In the event a reinspection or any miscellaneous inspections are required, the fees will be charged to the applicant and payable within 30 days of invoice.
Note: All residential and commercial permit applications are submitted to the Township. Willistown will time and date all applications. All IBC applications will be forwarded to Willistown's engineering consultant(s) for plan review. All engineering plan review and inspection fees will be billed to the applicant upon receipt from the consultant(s). |

Fee: $35 for the first seven days and $15 per day after the seventh day.

Residential filing fee: $500.
(b)
Commercial filing fee: $1,000.
(c)
The filing fee is a deposit to defray the cost of the following:

Preparation and mailing of the list and/or labels bearing the names of property owners to be notified.

Publications of "notice of public hearing."
[3]
Posting of the property by the Building Official.
[4]
One-half of the appearance fee of the court reporter.

Other miscellaneous administration charges.

The cost for a copy of the transcript if required by the applicant.

Actual costs of architectural/engineering consultants.
(d)
If the money paid by the applicant pursuant to Subsection B is insufficient to ensure payment of all costs incurred in the disposition of the application, the Township shall require additional deposits in increments of $100. The failure of the Township to demand additional deposits from time to time shall not relieve the applicant from liability for all costs, charges, fees, and expenses in excess of deposits.
(e)
Monies paid which are in excess of the actual costs shall be refunded to the applicant.
G.
Development.
(1)
The fee for each application for subdivision shall be $625 per application, plus $75 per lot, up to 10 for each lot proposed in the subdivision application.

Real estate transfer tax, Recorder of Deeds/Chester County: 1% of money collected.
(2)
Earned income tax, collected by Berkheimer Associates: 1% (resident); 7/8 of 1% (nonresident).

Local services tax, collected by Berkheimer Associates: $52 per year.
(5)
Returned checks (to be paid in cash or certified check): $25 per returned check.

The Board of Supervisors adopts the policy that Township employees shall not provide change for cash payments of sewer use rentals as prescribed in the Willistown Township Code. The amount paid in cash in excess of the currently due sewer use rents shall be a credit towards the next sewer rental payment due.
