The Village Board of the Village of Geneseo finds that there
have been increased cases of larceny within its jurisdiction and adjacent
jurisdictions. In many cases, attempts have been made to sell stolen
property to dealers of secondhand articles for cash. It is the intention
of this Board to adopt this chapter, which requires recordkeeping
and a holding period by such dealers. This will assist in making the
sale of stolen property more difficult, will help in the recovery
of identifiable property and will discourage larceny in and around
the Village of Geneseo.
The business acquiring secondhand property shall be required
to hold said property for a period of three business days from receiving
the property prior to offering it for resale.
Auto dealers, bulk estate sales, real estate brokers and firearm
dealers shall be exempt from the provisions of this chapter. They
shall, however, comply with the documentation requirements required
of them by the state and federal laws.
Enforcement of this chapter shall be the responsibility of the
Geneseo Police Department.

A violation of any of the provisions of this chapter shall be
punishable by a maximum fine of $250.
