As used in this Part, the following terms shall have the meaning indicated, unless a different meaning clearly appears from the context:
HOUSEHOLD PET
Any dog, cat or other domestic animal normally and ordinarily keep in or permitted to be at large in the dwelling of its owner.
OWNER
Any person having a right of property in any household pet or having custody of any household pet or any person who harbors or permits a household pet to remain on or around his or her property.
RUNNING AT LARGE
Being upon any public highway, street, alley, park or any public land or upon property of another person other than the owner, and not being accompanied by or under the control of the owner or any other person having custody of said animal.

The police officers of the Borough and any other authorized animal control representative shall have concurrent responsibility for the enforcement of this Part and of any other pertinent legislation.

It shall be unlawful for the owner of any household pet to allow or permit household pets to run at large in the Borough of Bridgeville.

Any police officer or authorized animal control representative may seize any household pets found at large in the Borough of Bridgeville. Such household pets are to be impounded.

Following the impounding of any animal, a Borough representative shall notify the owner of the seized animal that the animal is impounded and will be disposed of in seven days if not claimed. If the animal is not claimed within the prescribed time, it may be disposed of or destroyed.

The first two times a household pet is seized, the owner shall pay to the Borough of Bridgeville a reasonable fee for keeping the animal.
2. 
Any person allowing a household pet to run at large a third time in violation of this Part shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days.
3. 
The Borough shall have the right to impose any fine or penalty allowed by law if more severe than allowed by this Part.
