Any owner of real estate in the Borough of Bridgeville is hereby prohibited from the erection of any signs or other objects or from allowing hedges, trees or other natural growth to become hazards to the free passage of vehicular traffic in the Borough of Bridgeville.

Any sign, object, tree or other natural growth three feet in height and which is within 20 feet of any street intersection in the Borough is hereby declared to be a nuisance or dangerous structure which may be prohibited or removed by the Borough of Bridgeville or required to be removed by the owner or occupier of such real estate, in default of which the Borough may cause the same to be done and collect the cost thereof, together with a penalty of 10% of said cost in the manner provided by law for the collection of municipal claims or by action of assumpsit or by bill in equity, all in accordance with the provisions of § 1202 of the Borough Code, 53 P.S. § 46202.

The Zoning Officer of the Borough is hereby ordered and directed to enforce the provisions of this Part and to report to the Council of the Borough any sign, object, hedge, tree or natural growth which is or is likely to become a nuisance or dangerous structure by reason of its being a hazard to vehicular traffic. The Zoning Officer shall be guided by the provisions of § 402 of this Part as far as ascertaining standards for determining whether or not signs, objects, hedges, trees or other natural growth are a hazard to vehicular traffic.

The Secretary of the Borough, upon the request of the Zoning Officer, shall give written notice to any owner or occupier of real estate to remove the sign, object, hedge, tree or natural growth which is a hazard to vehicular traffic, giving such time as is reasonable under the circumstances for the removal of the hazard.

An appeal may be taken by any owner or occupier of real estate to the Borough Council who shall forthwith hold a hearing on the appeal.
