It is hereby declared and found that litter carelessly deposited
in the Village of Patchogue is the cause of civic disgrace, that litter
is a health, fire and safety hazard, that an all-out litter-control
campaign can result in substantial savings to the taxpayers of the
Village, and that litter is a matter affecting the public interest
and consequently should be subject to supervision and administrative
control for the purpose of safeguarding the public health, safety
and general welfare of the people of the Village of Patchogue.
No persons shall throw, deposit or leave any litter, paper,
stones or other debris in or upon public or private property within
the Village at any time, except in public or authorized private receptacles,
or willfully remove, deface, destroy, mutilate, injure or harm, in
any way at any time, any public building, structure, bench, light,
lightpole, waste receptacle, paving, turf or other public improvement
in the Village.
Any person who violates this article or fails to comply with any of its requirements shall, upon conviction thereof, be subject to the penalties provided in §
1-1 of the Code of the Village of Patchogue.
