§ 15-201 Speed Limits Established.

Any person who shall operate a vehicle or tractor at a speed in excess of that established therefor, upon any highway or portion thereof specified in this Section shall, upon conviction thereof, be sentenced to pay a fine of $35 and, for exceeding a maximum speed limit by more than five miles per hour, shall pay an additional fine of $2 per mile for each mile in excess of five miles per hour in excess of the maximum speed limit, or in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-202 Traffic Signals at Certain Intersections.

The following traffic signals at certain intersections are hereby established:

Any operator of a vehicle or tractor who shall disobey the directions of any traffic signal shall, upon conviction thereof, be sentenced to pay a fine of $25 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-203 One-Way Streets Established.

Any person who shall operate a motor vehicle or tractor upon any highway or portion thereof hereby established as a one-way highway other than in the direction hereby established for traffic thereon, shall, upon conviction thereof, be sentenced to pay a fine of not more than $25 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-204 Turning Prohibited.

All vehicles shall be prohibited from making turns at the following intersections:

Brugler Avenue and Oyer Avenue.

Country Club Road, right at intersection of Country Club Drive.

Lightstreet, left turn at York Road intersection.

Honeysuckle Way, right turn at Honeysuckle Lane.

Honeysuckle Court, right turn at Honeysuckle Lane.

Spruce Street, left turn at Route 11 (Columbia Boulevard).

Greystone Court, right turn at Honeysuckle Lane.

Any operator of a vehicle or tractor who violates any provision of this Section shall, upon conviction thereof, be sentenced to pay a fine of not more than $25 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-205 Traffic to Keep to Right of Certain Center Structures and Barriers.

All vehicular traffic shall keep to the right of the structures or barriers located in the center of the specified intersections:

Route 11 and Market Street.

Any person who shall operate a vehicle or tractor in violation of any provision of this Section shall, upon conviction thereof, be sentenced to pay a fine of not more than $25 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-206 Traffic to Move in Counter-Clockwise Direction Around Market Square.

All traffic shall move in a counter-clockwise direction only on the north side of Market Square around the fountain. Any operator of a vehicle or tractor who shall violate any provision of this Section shall, upon conviction thereof, be sentenced to pay a fine of not more than $25 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-207 Arbutus Park Road.

The following traffic regulations shall apply to Arbutus Park Road:

A "No Outlet" sign shall be posted at the intersection of Arbutus Park Road and Lightstreet Road at the intersection of Arbutus Park Road and Route 42.

A barricade shall be placed at the west end of Arbutus Park Road at the end of the new pavement in front of Percy Miller's. A sign reading "Road Closed Ahead — No Turnarounds" shall be placed on the barricade.

A barricade shall be placed at the east end of Arbutus Park Road near the Pennsylvania Department of Forestry Building. A sign reading "Road Closed Ahead — No Turnarounds" shall be placed on the barricade.

Any operator of a vehicle or tractor who violate any provision of this Section shall, upon conviction thereof, be sentenced to pay a fine of not more than $25 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-208 Stop Intersections Established.

The intersections set forth in Appendix A,[1] which is attached hereto and incorporated herein by reference, are hereby established as "Stop Intersections", and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the second names highway upon the first named highway in the direction or directions hereby indicated. All vehicles and tractors approaching any such intersection upon the first named highway, in the direction or directions hereby indicated in each case, shall come to a full stop, within a reasonable distance, before entering any such intersection.

Any operator of a vehicle or tractor who shall fail to come to a full stop, within a reasonable distance before entering any stop intersection as herein above required shall upon conviction thereof be sentenced to pay a fine of $25 and costs of prosecution or in default of payment of such fine and costs to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-209 Unlawful to Operate Motor Vehicles or Tractors on Highways Closed for Construction, Repair, Flood or Fire.

It shall be unlawful for any person to operate any vehicle or tractor upon any highway in the Town of Bloomsburg that is closed to such traffic by means of barricade, official sign or notice that the same is closed to vehicular traffic. Provided, nothing herein shall apply to those who have official duty under the direction of the Mayor, Chief of Police and/or Council should enter upon such highway. Any person who shall violate any provision of this Section shall, upon conviction thereof, be sentenced to pay a fine of not more than $25, and costs of prosecution, or in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-210 Certain Yield Intersections Established.

The intersections set forth below are hereby established as "Yield Intersections" and official yield signs shall be erected (or are hereby confirmed if heretofore erected) in a position as to face the traffic having the right-of-way and the traffic yielding to said highway. All such vehicles approaching any such intersection shall yield the right-of-way to oncoming traffic.

§ 15-211 Certain Lanes Designated for Turns Only in Directions Stated.

Turns shall be made only in the manner indicated at the intersections set forth below:

§ 15-212 No-Passing Zones Established.

It shall be unlawful for any operator of a vehicle or tractor to pass another vehicle in the locations set forth below.

Any operator of a vehicle or tractor who shall pass another vehicle in these designated areas shall upon conviction thereof be sentenced to pay a fine of $25 and costs of prosecution or in default of payment of such fine and costs to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-213 No Pedestrian Crossing at Certain Intersections.

It shall be unlawful for pedestrians to cross the thoroughfares at the intersections set forth below.

Any person crossing at such intersections shall upon conviction thereof be sentenced to pay a fine of $25 and costs of prosecution or in default of payment of such fine and costs to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-214 Right Turn Permitted at Certain Intersections on Red Signal.

It shall be lawful for operators of vehicles and tractors to turn right at the following intersections upon a red signal after coming to a complete stop.

Any person proceeding to make a right turn without coming to a complete stop shall upon conviction thereof be sentenced to pay a fine of $25 and costs of prosecution or in default of payment of such fine and costs to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-215 Right Turn on Red Prohibited at Certain Intersections.

It shall be unlawful for operators of vehicles and tractors to turn right upon a red signal at the following intersections:

Any such operator who shall turn right upon a red signal shall upon conviction thereof be sentenced to pay a fine of $25 and costs of prosecution or in default of payment of such fine and costs to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and coats.

§ 15-216 U-Turns Prohibited at Certain Intersections.

U-turns shall be prohibited by all traffic at the following locations:

South side of Market Street, around the monument island.

Any operator of a motor vehicle or tractor who shall violate any provision of this Section shall, upon conviction thereof, be sentenced to pay a fine of not more than $25 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

§ 15-217 Placement of Do Not Enter Signs.

The following location shall have the placement of a "Do Not Enter" sign:

Opening of the triangle parking lot at the intersection of Main Street, Lightstreet Road and North Street. Such sign to face the said parking lot, so that it shall be unlawful for any operator of a motor vehicle or tractor to enter onto Main Street from the said parking lot.

§ 15-218 Placement of Do Not Block Intersection Signs.

A sign bearing the words "Do Not Block Intersection" shall be placed along the northerly side of Lightstreet Road, facing in an easterly direction, at the intersection of Lightstreet Road and North Street, so that it shall be visible to vehicles traveling along Lightstreet Road in a westerly direction and who are approaching said intersection.

§ 15-219 Placement of Tractor Trailers Prohibited Signs.

Tractor-trailers shall be prohibited from traveling in a southerly direction on Leonard Street between Eight and One-Half Street and Ninth Street and a sign bearing the words "Tractor trailers Prohibited" shall be placed along Leonard Street at the intersection of Leonard Street and Eight and One-Half Street.

Tractor-trailers shall be prohibited from traveling in an easterly direction on East Eleventh Street from Market Street to dead end, and a sign bearing the words "No Truck Traffic" shall be placed on the eastern side of Market Street at the intersection of West Eleventh Street and Market Street.

§ 15-220 Left Turns Prohibited for Tractor Trailers at Certain Locations.

Left Turns Prohibited. It shall be unlawful for operators of vehicles and tractors to turn left from the northeastern quadrant of Market Square around the fountain island on the northern side of Market Square or to make a complete U-turn around said island. This regulation shall be indicated by signs bearing the words "No Left Turn" erected at the northeasterly corner of the fountain island and at the intersection of the easterly edge of North Market Street and the northeastern quadrant of Market Square, such signs to be visible to operators of vehicles proceeding in a northerly or northwesterly direction in the northeastern quadrant of Market Square.

Tractor-trailers shall be prohibited from traveling on West First Street at all points west of Market Street. A sign bearing the words "No Tractor Trailers Beyond this Point" shall be placed at the westerly point of the intersection of West First Street and Market Street, so that it shall be visible to vehicles traveling in a westerly direction along West First Street at said intersection.

Tractor-trailers shall be prohibited from traveling on Penn Street at all points south of East Second Street. A sign bearing the words "No Tractor Trailers Beyond this Point" shall be placed along Penn Street at the intersection of Penn Street and East Second Street.

Tractor-trailers traveling in a westerly direction on Main Street shall be prohibited from turning right onto Leonard Street. A sign bearing the words "Tractor Trailers No Right Turn" shall be placed along Main Street at the northeasterly corner of the intersection of Main Street and Leonard Street.

Tractor-trailers traveling in an easterly direction on Main Street shall be prohibited from turning right onto Scott Avenue. A sign bearing the words "Tractor Trailers No Right Turn" shall be placed along Main Street at the southwesterly corner of the intersection of Main Street and Scott Avenue.

Tractor-trailers traveling in either an easterly or a westerly direction on Third Street shall be prohibited from making any turn, either left or right, onto Scott Avenue. Signs bearing the words "Tractor Trailers No Turns" shall be placed along Third Street at the northeasterly and southwesterly corners of the intersection of Third Street and Scott Avenue.

Trucks and trailers shall be prohibited from parking at all times on Seventh Street, both sides, between Clinton Avenue and Iron Street. Signs bearing the words "No Truck or Trailer Parking" shall be placed on Seventh Street between Clinton Avenue and Iron Street.

Tractor-trailers shall be prohibited from traveling on Pine Avenue in the area around the Alvina Krouse Theater building. Signs bearing the words "No Tractor-Trailers Beyond This Point" shall be placed facing west near the S.W corner of Pine Avenue and Center Street.

Tractor-trailers shall be prohibited from traveling south on Oyer Avenue. Signs prohibiting tractor-trailers shall be posted along Oyer Avenue.

Tractor-trailers shall be prohibited from traveling south on Leonard Street. Signs prohibiting tractor-trailers shall be posted at the intersection of Leonard Street and West Main Street.

Tractor-trailers shall be prohibited from traveling on Barton Street. Signs shall be posted at the intersection of Barton Street and West Main Street.

Tractor-trailers shall be prohibited from traveling on Market Street north of Second Street.

§ 15-221 School Zones.

The following streets are hereby designated as school zone areas:

Market Street	North	Beginning 150 feet south of the intersection of Sixth Street and Market Street and continuing in a northbound direction to 125 feet north of the intersection of Fifth Street and Market Street
Market Street	South	Beginning 125 feet north of the intersection of Fifth Street and Market Street and continuing in a southbound direction to 150 feet south of the intersection of Sixth Street and Market Street
Sixth Street	East	Beginning on Sixth Street 200 feet west of the intersection of Sixth Street and Market Street and continuing through the intersection of Sixth Street and Market Street in an eastbound direction to a point 100 feet east of the intersection of Sixth Street and Market Street
Sixth Street	West	Beginning on Sixth Street at a point 100 feet east of the intersection of Sixth Street and Market Street and continuing through the intersection of Sixth Street and Market Street in a westbound direction to a point 200 feet west of the intersection of Sixth Street and Market Street

The special speed limitation shall be 15 miles per hour upon those highways or portions thereof provided for in § 15-221(1), above.

The special speed limitations established in § 15-221(1), above, shall be between 8:00 a.m. and 9:00 a.m. and 3:00 p.m. and 4:00 p.m., Monday through Friday, Eastern Standard Time, or such other times as the school located at the intersection of West Fifth and Market Streets is in session.

The erection and maintenance of all necessary signage in the school zone established in § 15-221(1) is hereby authorized. Said signage shall be placed as to properly notify all traffic of the imposed regulations in accordance with the traffic and engineering investigations and shall be done in accordance with 67 Pa. Code § 212.501 et seq.

Any person violating any provision of this section commits a summary offense, and shall, upon conviction, be sentenced to pay:

Except as set forth in Subsection 5.B, below, a fine of $35.

In the event that the person exceeds the maximum speed limit by more than 11 miles per hour, such person shall pay a fine of not more than $500.

Any person exceeding the maximum speed limit established under this section by more than five miles per hour shall pay an additional fine of $2 per mile for each mile in excess of five miles per hour in excess of the maximum speed limit.

All ordinances or parts of ordinances inconsistent herewith are hereby repealed.

The provisions of this section are severable. In the event that any provision, section, sentence, clause or part of this section shall be held to be unconstitutional, illegal, or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any remaining provisions, section, sentence, clause or part of this section. It is the intention of the Bloomsburg Town Council that such remainder of the section shall be and shall remain in full force and effect.

This section will be effective five days after enactment.
