The City Court of Lockport shall exercise such civil and criminal jurisdiction as is authorized by the uniform city court act and as may elsewhere be authorized by law; provided, however, that it may exercise jurisdiction over actions and proceedings for the recovery of money, actions and proceedings for the recovery of chattels and actions and proceedings for the foreclosure of liens on personal property only where the amount sought to be recovered or the value of the property does not exceed $6,000.

A.
The City Court of Lockport shall have one City Court Judge and one Acting City Court Judge.
B.
Each Judge of the City Court of Lockport, including the Acting City Court Judge, shall:
(1)
Be an attorney admitted to practice law in this state for at least five years and be a resident of the City of Lockport, except that the Acting City Court Judge may be a resident of either the City or Town of Lockport.
(2)
Exercise all jurisdiction possessed by the City Court of Lockport.
(3)
Serve a six-year term.
C.
The Acting City Court Judge shall serve during the absence or disability of the City Court Judge or when requested to serve by the City Court Judge or by an Administrative Judge.
D.
Method of selection; vacancies.
(1)
The City Court Judge shall be elected, and the Acting City Court Judge shall be appointed by the Mayor of the City of Lockport. Each shall serve for the term specified in this section.
(2)
Whenever a vacancy in the office of City Court Judge occurs other than by expiration of term, it shall be filled by the Acting City Court Judge of the City of Lockport until the 31st day of December following the next general city election at which the vacancy can be filled. At such election, a successor shall be elected to fill the vacancy for a full term of office, to commence on January 1 next thereafter. If there is a vacancy in the office of the Acting City Court Judge or if the incumbent Acting City Court Judge declines to serve as provided herein, the Mayor of the City of Lockport shall appoint a qualified person to fill the vacancy in the office of City Court Judge temporarily as provided in this subsection.
(3)
Whenever a vacancy in the office of Acting City Court Judge occurs other than by expiration of term, a successor shall be appointed for a full term in the same manner as an original appointment.
