This Part shall be known and may be cited as the "Administrative
Code of the Borough of Quakertown."

The General Assembly of the Commonwealth of Pennsylvania, by
the Home Rule Charter and Optional Plans Law (1972, P.L. 184, No.
62), implementing the Constitutional provisions approved by the voters
in 1968, has granted to the Borough and other municipalities in the
Commonwealth the right to adopt a home rule charter or an optional
plan of government and to exercise broadly the power of local self
government. The citizens of the Borough have elected to be governed
under the Council-Manager Plan beginning January 1, 1976. This Part
is hereby adopted to effectuate such adoption and to provide for the
citizens of the Borough of Quakertown a progressive, efficient and
economical government. It is the purpose of this Part to permit the
broadest powers of local self government consistent with the Constitutions
of the United States and Pennsylvania, with the Borough Code and with
the Home Rule Charter and Optional Plans Law, and its provisions shall
be read and interpreted in the light of such purposes.

1. When used in this Part, the following words and terms shall, unless
the context clearly indicates otherwise, have the meanings hereby
ascribed to them:
BOROUGH CODE
The Act of 1966 P.L. (1965) 1656 No. 581 and its amendments,
53 P.S. § 45101 et seq.
COUNCIL
The Borough Council of the Borough of Quakertown.
DEPARTMENT HEAD
The individual appointed by the Chief Administrator, and
approved by Borough Council, to be in charge of a specific department.
MUNICIPAL ELECTION
The election required by the Constitution of Pennsylvania
to be held in odd-numbered years.
PERSON
An individual, partnership, association, firm or corporation.
2. In this Part the singular shall include the plural, the plural shall
include the singular, and the masculine shall include the feminine
and the neuter.
