Council shall establish all policy procedures and deal directly
with the Manager.

The Manager shall carry out and enforce all policies established
by Council, and shall be responsible directly to Council.

The department heads shall carry out the directives of the Manager
and shall be responsible directly to the Manager.

Each employee shall be responsible to his immediate supervisor,
and this chain of responsibility shall continue to the next immediate
supervisor up to the Manager.

The Manager shall be responsible for hiring all personnel. He
shall be responsible for dismissing all employees, except that in
a case where an employee disobeys orders, that employee may be dismissed
immediately by the foreman or department head. In such a situation,
the employee may appeal immediately to the Manager following the procedure
set out in § 238.
