The Borough reserves the right to determine, by test at a time
of normal load or by permanently installed instruments, the power
factor of the consumer's load at the point where the electric
energy is metered, and if the average monthly power factor is less
than 85%, the Borough may, upon 60 days' notice to the consumer, compute
that consumer's bill for electric service by multiplying the

[Ord. 425, 6/7/1950, Art. XIX, § 1; as added by
Ord. 447, 6/6/1951, § 2; as amended by Ord. 1004, 7/6/1994]
The power factor as determined by the Borough at a time of normal
load by temporarily installed instruments shall be applied to all
future billing computation or until such time as the consumer may
install corrective apparatus and so inform the Borough, after which
a recheck will be made of the power factor registered at normal load;
provided, however, that the Borough will not be obliged to make these
tests more than once per year. Tests will be made more often upon
application by the consumer when accompanied by a fee to be established
from time to time by resolution of Borough Council.
