1.
The following activities are prohibited on or in all Borough of Quakertown municipal parks, lands, and facilities:
A.
The use or possession of any alcoholic beverages, except when specifically authorized by Borough Council for Borough-sponsored events.
B.
The cutting, mutilation, or removal of trees, shrubs, or flowers.
C.
The defacing or removal of any sign, poster, building, or other municipal property.
D.
Indecent language and disorderly conduct.
E.
Hunting or molesting of animals.
F.
Possession or use of any type of weapon, including, but not limited to, offensive weapons as defined in the Pennsylvania Crimes Code, 18 Pa.C.S.A. § 908, as it may be amended. Firearms, when carried or transported for purposes not prohibited by the laws of the Commonwealth of Pennsylvania, shall be specifically allowed, however, and shall be excepted from this prohibition.
G.
Littering of any type.
H.
Fires, other than for cooking in containers and locations approved by the Borough.
I.
Parking of vehicles, other than at or in properly designated parking areas unless allowed at the express permission of the Borough Manager.
J.
Riding of any motor-driven vehicles of any type in any area not designated for such vehicular traffic or parking unless allowed at the express permission of the Borough Manager.
K.
Any group event or function, other than Borough-approved sport and recreational programs, that involves 50 or more persons, unless a permit is obtained from the Borough.
L.
The making of any loud noise, such as explosions or fireworks, unless first having obtained a permit to do so from the Borough for the purpose of a celebration.
M.
Dogs or other animals, unless on a leash held by a person. Owners of dogs running loose are responsible for payment of the fine for such violation.
N.
Playing golf, except in areas specifically designated by the Borough for such activity.
O.
The use of metal-detecting devices, unless a permit has been obtained.
P.
The erection of any tent or structure, unless a permit has been obtained from the Borough.
Q.
Interfering in any way with Borough-approved and -designated recreation programs.
R.
Entering the Borough swimming pool without a proper ticket.
S.
Parking across painted lines used to indicate parking spaces and using two parking spaces to park a car on lots that have been blacktopped and striped for parking.
T.
Congregating, gathering, or remaining in or near the Memorial Park picnic pavilions between the hours of 9:30 p.m. and 6:00 a.m.; congregating, gathering or remaining in any other portion of Memorial Park between the hours of 11:00 p.m. and 6:00 a.m., unless involved in an organized, Borough-approved event, such as Community Day or a game in the baseball stadium; or congregating, gathering or remaining anywhere in Cedar Grove Park or Main Street Park between sundown and 6:00 a.m.
U.
Congregating upon any portion of any Borough-owned property other than those areas regulated by Subsection 1.T above, including but not limited to the downtown triangle parking lot and adjacent area located on West Broad Street between Third and Fourth Streets, between 10:00 p.m. and 6:00 a.m.
V.
The riding, use, or operation of any kind of bicycle, skateboard, roller skates, inline skates, roller blades, or any other similar device in the downtown triangle parking lot and adjoining park area, located on West Broad Street between Third and Fourth Streets.
W.
Smoking, using, or carrying a lighted pipe, cigar, or cigarette; or the smoking or use of an electronic cigarette.
X.
The feeding of wild animals, except where Borough Council has specifically approved organized wildlife groups or persons to feed wild animals for the betterment of wildlife.
2.
Violation of any of the prohibitions enumerated in Section 1 above constitutes disorderly conduct and/or disturbing the peace within the limits of the Borough of Quakertown. Any such violation shall be subject to the penalties provided in § 106 of this Part.
