The purpose and intent of this chapter is to prevent the proliferation of signs and bills on property located within the public right-of-way, in order to preserve the health, safety and welfare of the residents of the Municipality of Norristown by reducing visual clutter and blight, and preventing litter and the accumulation of rubbish.
No person or entity shall place any sign or post any bill or other paper or notice of any kind on any property (including but not limited to any structure, public amenity, utility pole, bus shelter, mailbox or real property) located within the public right-of-way of any street or way within the Municipality of Norristown.
Any person, firm or corporation violating § 246-2 of this chapter, upon conviction in a summary proceeding by a Magisterial District Justice, shall be sentenced to pay a fine for the use of the Municipality of Norristown of not less than $100 nor more than $1,000 plus costs of prosecution and, in default of payment thereof, to imprisonment for a period of not more than 30 days.
