As used in this article, the following terms shall have the meanings indicated:
Any dog that has attained the age of seven months or which possesses a set of permanent teeth.[1]

A.
No person shall keep or harbor any dog within the Borough without first obtaining a license therefor, to be issued by the Board of Health Secretary upon application of the owner and the payment of the prescribed fee, and no person shall keep or harbor any dog in said Borough except in compliance with the provisions of this article.
B.
No more than three dogs of licensing age shall be kept, maintained or harbored at one time in any residential housing unit or on its grounds or in any business establishment or on its grounds. This restriction shall not apply to properly licensed pet shops, kennels, shelters and pounds.

A.
Any person who shall own, keep or harbor a dog of licensing age shall, in the month of January, annually, apply for and procure from the Board of Health Secretary, or other official designated by the governing body thereof to license dogs in the municipality in which he/she resides, a license and official registration tag with license number for each dog so owned, kept or harbored, and shall place upon each dog a collar or harness with the registration tag securely fastened to such strap, collar or harness. Said license is not transferable.
B.
Pursuant to N.J.S.A. 4:19-15.3, persons owning Seeing Eye dogs, dogs used to assist handicapped persons and commonly known as "service dogs" and dogs used to assist deaf persons and commonly known as "hearing ear" dogs, shall be exempt from paying the license fees provided for in § 129-4 but must apply for a license and tag.[1]
The person applying for the license and registration tag for each dog shall do so at the office of the Board of Health. All licenses and registrations shall expire on the last day of January of each year. Any person applying for a license shall pay an annual fee as determined by the Board of Health and set forth in Code § 479-3. If a license for a dog is not renewed by March 1, a late charge of $10 will be added on to the fee.
The owner of any newly acquired dog of licensing age or of any dog which attains licensing age shall make application for a license and registration tag for each dog within 10 days after such acquisition or age attainment.

A.
Any person who shall bring or cause to be brought into the Borough of Edgewater any dog licensed in another state for the current year, and bearing a registration tag, and shall keep the same or permit the same to be kept within the Borough for a period of more than 90 days shall immediately apply for a license and registration tag for each such dog in accordance with this article unless such dog is exempt from licensure pursuant to N.J.S.A. 4:19-15.8.
B.
Any person who shall bring or cause to be brought into the Borough of Edgewater any unlicensed dog and shall keep the same or permit the same to be kept within the Borough for a period of more than 10 days shall immediately apply for a license and registration tag for each such dog in accordance with this article unless such dog is exempt from licensure pursuant to N.J.S.A. 4:19-15.8.[2]

A.
No person owning, keeping or harboring a dog shall suffer or permit it to run at large upon the public streets or in any public building or other public place within the Borough unless the dog is accompanied by its owner or his representative and is upon a leash of not more than six feet which shall be held or controlled by the owner or his representative. The leash must be of sufficient strength to restrain the dog attached to it.
B.
No person owning, keeping or harboring a dog shall suffer or permit it to go into or be taken into any public park or recreation area within the Borough.
C.
This section of the article does not apply to private property upon which the dog is present with the consent of the property owner or some other person entitled to be on the private property.
No person owning, keeping or harboring any dog shall suffer or permit it to enter any food establishment, which for the purpose of this article includes any place used in the production, preparation, manufacture, packing, storage, transportation or handling of food of foodstuffs intended for sale or distribution. Notwithstanding the foregoing, the provisions of this section shall not apply to so-called "seeing eye dogs," "service dogs" or "hearing ear dogs."[2]
Any dog found in any place specified in § 129-8 of this article shall be deemed to be in such place by permission of the owner or keeper of such dog, and such owner or keeper shall be guilty of a violation of this article.
