A. 
Persons proposing subdivisions or developments requiring a main extension for water service shall prepare applications with the necessary supporting documents. The policy of the Department is to permit extensions only when paid for and installed by the applicant. No facilities for the distribution of water within the Borough of Clayton shall be constructed unless the Department shall give its consent and the Borough Engineer shall approve contract plans and specifications therefor.
B. 
It is the policy of the Department to charge connection fees to its water system. An offset to the connection fees (Article II, § 93-16) may be considered for water distribution or storage in excess of the user's need. The offset allowed shall not reduce the connection fee below $600 per domestic consumer unit. Connection fees shall be payable within 30 days of approval of Form C by the Department unless specific arrangements, in writing, are agreed upon. If payment is not received within this time period, the connection fee shall be at the prevailing rate at the time of receipt of the check. The Department will not accept dedication of the systems without receipt of the connection fees. Use of the system will not be permitted until such payment, unless deemed by the Department as a potential health hazard, has been received.

C. 
If residential subdivisions containing three or fewer building sites or lots or if the lands are deemed by the Department to be too remote from an existing water main or if the volume of potable water required is greater than capabilities of the existing facilities, then consideration will be given to a new water supply and/or storage facilities or the installation of dry water mains for future use. Such individual system, plant or expansion and the location thereof shall be subject to approval by the Department in accordance with the standards and requirements as herein set forth.
D. 
Any main extension and related facilities installed under the provisions of this section shall be transferred to the Borough as hereinafter described.
E. 
During construction, but before final acceptance, the Department shall have the right to use any completed portion of the system without waiving its right to further inspection or testing or to order correction of any defects.
A. 
A sequence of applications for water extensions is required for the Department's determination of needs, availability of service, effect of proposed extension and inspection of installed extension. Application forms are available from the Water Clerk. No application will be considered unless a professional engineer, registered in the State of New Jersey, is in charge of the planning and design of the proposed water distribution facilities and has affixed his seal and signature thereto. Each application shall be submitted in duplicate with designated fee to the Department not less than 30 days prior to the preliminary review by the Planning Board.
B. 
Application forms must be submitted in the sequence below:
(1) 
Form A: Application for feasibility.
(2) 
Form B: Application for preliminary approval.
(3) 
Form C: Application for construction approval.
(4) 
Form D: Application for acceptance.
C. 
Applications shall be signed by the owner or owners or by a proper official of the company or, if signed by an authorized agent, a certified copy of authorization of the company shall be attached to the application.

A copy of the specifications for water main extensions, titled "Clayton Water and Sewer Utility's Procedure Manual for Submittal, Review and Construction of Potable Water and Sanitary Sewer Main Extensions" (hereinafter referred to as the "Procedural Manual"), shall be kept on file by the Water and Sewer Utility and Borough Administrator. The specifications contained in the Procedural Manual shall list the types of materials to be used for any water main extension and other facilities required. The Procedural Manual shall have the same force and effect as the other provisions and regulations contained in this chapter. The Procedural Manual may be amended from time to time as approved by Borough Council resolution.
