The owner, occupant or person in charge of a lot adjoining a City street shall remove the snow from the sidewalks in front of such lot within five hours after each snowstorm and shall keep the sidewalks clear of snow and ice and, when slippery, keep the same safe by sanding or other effective means. A storm ceasing during the night shall be considered as ceasing at 7:00 a.m. the following morning.
No person shall, in removing snow or ice from a sidewalk or property adjoining a public street, cause the same to be placed in or upon such public street.

No person shall, in removing snow or ice from a sidewalk, driveway, parking lot or elsewhere, cause the same to be placed upon or around any fire hydrant in the City of Glens Falls in a manner which would obscure or obstruct the use of said fire hydrant.

In addition to court action, in the event the owner or person in charge of a lot adjoining City property fails to remove the snow and ice from the sidewalk adjoining City property, the Buildings and Codes Department shall issue a notice of violation by posting said notice of violation at the property on the main entrance to said property which is in noncompliance. Whenever the owner or person in charge of a lot adjoining a City street fails to remove the snow and ice from the sidewalk adjoining the City property within the time period specified herein under § 189-31, and after 24 hours of the notice of violation being posted by Buildings and Codes, the City may cause the sidewalk to be cleared at the owner's expense.

A. 
The City Controller shall be notified of the expense incurred by the amount of labor, equipment and materials used by City employees or by invoice from City-designated independent contractors. The Building and Codes Department shall maintain reasonable records of any work performed under this section.
B. 
The City Controller shall send an invoice notice to the owner via first-class mail to the property owner's address as listed on the City's real property tax records for the removal of snow and ice as certified by the Building and Codes Department. If not paid within 30 days, the cost thereof shall be assessed against the property, added to their tax bill and become a lien thereon, collectible in the same manner as delinquent City taxes.

Any person, firm or corporation convicted of violating the provisions of this article shall be punished by a fine not to exceed $250 or imprisonment for a term not to exceed 15 days, or both.

No person shall throw or cast any balls of ice or snow from any place into any of the public streets or highways in the City of Glens Falls.
