The sketch plan may consist of a schematic freehand drawing
containing information on existing site conditions, on the boundaries
of the proposed subdivision and other adjoining lands of the subdivider,
on the proposed layout of streets, land use, proposed lots building
types and other improvements. The sketch plan may be prepared on a
blowup of a USGS print containing topographic information.
The preliminary plan shall be drawn at a scale of one inch equals
100 inches or larger.
A. Identifying information. Identifying information on the plan should
consist of the following:
(1) Proposed subdivision name.
(2) Magnetic North point, graphic scale and date.
(3) Subdivision tract boundaries, with bearings and distances.
(4) Location of subdivision relative to existing streets.
(5) Names and owners of abutting lands or subdivisions.
(6) Size of subdivision in acres.
(7) Copies of existing deed restrictions.
B. Data on existing site conditions. Data on existing site conditions
of the tract shall be shown on the preliminary plan as follows:
(1) Topographic contour lines, based on USGS datum, at intervals of five
feet, or at lesser intervals if deemed necessary by the Planning Board.
(2) Location of all significant trees, wooded areas, watercourses, and
other significant natural features.
(3) Location of existing buildings, sewers, water mains, culverts, fire
hydrants, streets (including rights-of-way and pavement widths and
names), transmission lines, gas, oil and other underground lines.
(4) Location of existing property lines, easements and rights-of-way.
C. Proposed subdivision layout. Data on the proposed subdivision layout
and improvements consisting of the following shall be submitted:
(1) Proposed location and width of all public and private streets, easements,
lot lines, playgrounds, public buildings and areas, and land proposed
to be dedicated or reserved for public use.
(2) Where the preliminary plan covers only a part of the subdivider's
entire holdings, a sketch shall be submitted of the prospective street
layout for the remainder.
(3) Proposed grading, profiles and cross sections of all streets and
proposed location and type of other physical improvements.
(4) Proposed sanitary and storm sewer systems and water supply system
and location and results of any required percolation tests.
(5) Proposed deed restrictions.
The final plan shall be a clear, legible white print made from
an ink tracing on cloth or other permanent plastic material. Final
plans shall be on sheets 24 inches by 36 inches in size, and such
plans which are drawn on two or more sections shall be accompanied
by a location or key diagram showing the relative location of each
section. The scale of the final plan shall be one inch to 100 feet
or larger.
A. Identifying information. Identifying information of the final plan
shall consist of the following:
(1) Proposed subdivision name.
(2) Magnetic North point, graphic scale and date.
(3) Name of record owner and subdivider.
(4) Name and seal of registered professional engineer or surveyor.
(5) Subdivision tract boundaries, with bearings and distances.
(6) Location of subdivision relative to existing streets.
(7) Name and owners of abutting lands or subdivisions.
(8) Size of subdivision in acres.
(9) Copies of existing deed restrictions.
B. Lot and street layout. The final plan shall include information on
the lot and street layout as follows:
(1) Street lines, lot lines, rights-of-way, easements, and areas dedicated
or proposed to be dedicated to public use.
(2) Sufficient data to determine readily the location, bearing and length
of every street, lot, and boundary line and to reproduce such lines
as on the ground.
(3) The length of all straight lines, radii, lengths of curves and tangent
bearings for each street.
(4) All dimensions and angles or bearings of the lines of each lot and
of each area proposed to be dedicated to public use.
(5) The proposed building setback line for each street, or the proposed
placement of each building.
(6) Location and width of all private driveways.
(7) All dimensions shall be shown in feet and in hundredths of a foot.
(8) Lot numbers and blocks lettered in alphabetical order.
(9) Names of streets within and adjacent to the subdivision.
(10)
Permanent reference monuments and markers.
C. Data on construction proposals. The final plan shall include a proposed
construction plan for all physical improvements showing the following:
(1) Location, size and invert elevation of all sanitary, storm and combined
sewers and location of all manholes, inlets and culverts.
(2) Location of all proposed septic tank and drainage field locations.
(3) Typical cross-section, street profiles and drainage details for all
streets. Such profiles shall show at least the following: existing
(natural) grade along the proposed street center line; existing (natural)
grade along each side of the proposed street right-of-way; proposed
finished center line grade or proposed finished grade at top of curbs;
sanitary sewer mains and manholes; storm sewer mains, inlets, manholes
and culverts.
(4) All construction specifications and details.
D. Certification data. The final plan shall include certificates of
endorsement of the plan ready for signature of the following types:
(1) Certificate for the approval of the Planning Board.
(2) Certificate for the building official and/or Town Engineer, certifying that the subdivider has met all the requirements of Articles
IV and
V of this chapter, including the requirements for performance and maintenance bonds.
(3) Certificate of adequacy of proposed sewage and water supply systems
by the Orleans County Health Department or the Town Engineer.
(4) Offers of cession of streets and other public property.
(5) An affidavit that the applicant is the owner or equitable owner of
the land proposed to be subdivided.
(6) A statement duly acknowledged before an officer authorized to take
acknowledgement of deeds and signed by the owner or owners of the
property, to the effect that the subdivision as shown on the final
plan is made with his or their free consent and that is desired to
record the same.
(7) Protective covenants, if any, in form for recording.
(8) An affidavit from each and every utility company that utility easements
as provided satisfy the requirements of the respective utility company.
In the case of a minor subdivision only with less than five
lots, and containing no new streets or highways or other physical
improvements, the preliminary plan application shall include the following:
A. A copy of such covenants or deed restrictions as are intended to
cover all or part of the tract.
B. An actual field survey of the boundary lines of the tract, giving
complete descriptive data by bearings and distances, made by and certified
by a licensed land surveyor. The corners of the tract shall also be
located on the ground and marked by monument as approved by the Town
Engineer, and shall be referenced and shown on the plan.
C. All on-site sanitation and water supply facilities must be designed,
at least, to meet the minimum specifications or the Orleans County
Department of Health and other applicable local sanitary codes, and
a note to this effect shall be stated on the Plan and signed by the
Orleans County Health Department or the Town Engineer. The applicant
will be responsible for any expense incurred in obtaining this signature.
D. Proposed subdivision name, name of the town and county in which it
is located.
E. The date, North point, map scale, name and address of record owner
and the subdivider.
