A. Wherever a space is marked off on any street for the parking of an
individual vehicle, every vehicle parked there shall be parked wholly
within the lines bounding that space, and it shall be a violation
of this article for any person to park a vehicle or allow it to remain
parked otherwise.
B. Except when necessary to avoid conflict with other traffic or to
protect the safety of any person or vehicle, or in compliance with
law or the direction of a police officer or official traffic control
device, the following prohibitions shall be in effect:
(1) Stopping, standing or parking of a vehicle is expressly prohibited
under the following circumstances:
(a)
On the roadway side of any vehicle stopped or parked at the
edge or curb of the street.
(e)
Between a safety zone and the adjacent curb within 30 feet of
points on the curb immediately opposite the ends of a safety zone.
(f)
Alongside or opposite any street excavation or obstruction which
would obstruct traffic.
(g)
Upon any bridge or other elevated structure.
(i)
On public or private property which is expressly reserved for
handicapped persons or disabled veterans when said property has been
posted in accordance with the regulations of the Pennsylvania Department
of Transportation.
(j)
At any place where official signs prohibit same.
(k)
Any roadway where parking would impede the flow of traffic.
(2) Standing and parking of vehicles is expressly prohibited under the
following circumstances:
(a)
In front of a public or private driveway.
(b)
Within 15 feet of a fire hydrant.
(c)
Within 20 feet of a crosswalk at an intersection.
(d)
Within 30 feet of any flashing signal, stop sign, yield sign
or traffic control signal located at the site of a roadway.
(e)
Within 20 feet of the driveway entrance to any fire station
or, when properly posted, on the side of a street opposite the entrance
to any fire station within 75 feet of the entrance.
(f)
Any place where official signs prohibit same.
(3) Parking a vehicle is expressly prohibited under the following circumstances:
(a)
Within 50 feet of the nearest rail of a railroad crossing .
(b)
Any place where official signs prohibit parking.
C. Parking on private property.
(1) No person shall park or leave unattended a vehicle on private property
without the consent of the owner or other person in control of possession
of the property except in the case of an emergency or disablement
of the vehicle, in which case the operator shall arrange for the removal
of the vehicle as soon as possible.
(2) The provisions of §
220-24C(1) of this section shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions in which case the operator of a vehicle should not violate said posted restrictions. For the purpose of this section "private parking lot" means a parking lot open to the public and used for parking with or without charge.
D. Manner of parking.
(1) Every vehicle which is standing or parked on a two-way highway shall
be positioned parallel to either the curb or the edge of the highway
and in all cases in the direction of authorized traffic movement.
The vehicles shall be parked such that the right-hand wheels are within
12 inches of the right-hand curb, or in the absence of a curb, as
close as practicable to the right edge of the right-hand shoulder.
(2) Every vehicle which is standing or parked on a one-way highway shall
be positioned parallel to the curb or edge of the highway in the direction
of authorized traffic movement. Said vehicle shall be parked so that
its wheels are within 12 inches from the curb, or in the absence of
a curb, as close as practicable to the shoulder of the road.
The loading and unloading of goods, wares and merchandise is
hereby restricted to such length of time as is absolutely necessary
for the purpose of loading or unloading of such goods, wares and merchandise.
For the purpose of enforcement of this section, such loading or unloading
of any vehicle shall not be considered as parking; provided, without
having first obtained permission from the Chief of Police to do so,
no person shall load or unload a vehicle from any place upon any street
or alley in the Township where parking is prohibited; or shall allow
a vehicle to remain, for loading or unloading, in any place upon any
street or alley where parking is limited as to time, for longer than
the time for which parking is permitted; or shall load or unload upon
any street or alley in such a way that one lane for vehicular traffic
shall not be kept open at all times. Where such permission is granted
by the Chief of Police, he may, at his discretion, block off the portion
of the street or alley affected by such loading or unloading.

No person shall park any truck of the weight classification
of the Commonwealth of Pennsylvania of V-plate capacity or heavier,
or any tractor or trailer, or tractor-trailer combination, or allow
the same to remain parked, on any street or alley in the Township,
for a period longer than ___________ (_____) [minutes or hours].
The following are hereby established as special purpose parking
zones, and it shall be unlawful for any person to park any vehicle
or tractor or to allow the same to remain parked, in any such zone,
except as specifically provided for such zone:

The parking of any motor vehicle, tractor or trailer, or combination
thereof, upon streets and highways of the Township for repairs, whether
upon the traveled or untraveled portion thereof, shall be temporary
only and limited to times for emergency repairs. This section shall
not be construed to permit parking for repairs at locations where
parking is otherwise prohibited.
It shall be unlawful for any person to park a trailer (which
shall mean a vehicle without motive power, designed to carry property
of passengers or designed and used exclusively for living quarters
wholly on its own structure, and to be drawn by a motor vehicle or
tractor and including but not limited to house trailers, boat trailers,
and rental handling trailers) upon any street or highway in the Township
without having attached to such trailer a means of mechanical traction
constructed or designed for the purpose of drawing such trailer.
The parking of boats, truck tractors, trailers, and trucks except
those not exceeding three-quarter-ton capacity, shall be prohibited
on all streets in the Township, provided trucks, truck tractors and
trailers shall be permitted upon any street for the purpose of making
deliveries to or picking up goods, wares, merchandise or materials
from premises situated upon any such street or alley.

A. Violations of this article. Except as provided in Subsection
B below, any person violating any provision of this article shall be guilty of a summary offense and, upon conviction, shall be fined $20 plus costs of prosecution. In default of the payment of any fine, such person shall be liable for imprisonment of not more than 10 days in the Lancaster County Prison.
B. Violations of §
220-35. Any person violating the provisions of §
220-35 of this article shall be guilty of a summary offense and, upon conviction, shall be fined $30 plus costs of prosecution. In default of the payment of any fine, such person shall be liable for imprisonment of not more than 15 days in the Lancaster County Prison.
C. Reduced penalty. In all cases where a police officer or a parking enforcement agent of the Township first gives notice to a person of any violation of this article, either by personal service to the offending operator or by affixing to the vehicle in violation a ticket noting the date, time and location of the offense, nature of the offense charged and the license registration of the vehicle in violation, prosecution shall not be instituted for 72 hours thereafter. If, during said seventy-two-hour period, the offending operator voluntarily, either in person at the Northwest Regional Police Department Office or by mail, enters a plea of guilty and pays a fine of $5 for violating a provision of this article or a fine of $10 for violating any provision of this article or a fine of $10 for violating any provision of §
220-35, no prosecution for said offense shall thereafter be brought so long as the envelope is postmarked within 72 hours of the violation.
