The Pennsylvania Municipalities Planning Code ("MPC")[1] authorizes the Board of Supervisors to adopt an Official Map for the Township-designated areas reserved for future streets, parks and open spaces, and other municipal facilities. In accordance with Article IV of the MPC, the Township enacted Ordinance No. 139-02, adopting an Official Map. Ordinance No. 139-02 was recorded at Document No. 5113546 in the Office of the Recorder of Deeds in and for Lancaster County, Pennsylvania. The West Donegal Township Official Map was recorded at Subdivision Plan Book J-214, Page 90, in the Office of the Recorder of Deeds in and for Lancaster County, Pennsylvania.

West Donegal Township, together with Elizabethtown Borough, Conoy Township, and Mount Joy Township have undertaken the preparation of the Regional Strategic Plan for Elizabethtown Borough and the Townships of Conoy, Mount Joy, and West Donegal (the "Regional Plan"). The Regional Plan includes recommended changes to the West Donegal Township Official Map. In accordance with such recommendations, the Board of Supervisors has prepared a revision to the West Donegal Township Official Map and has solicited the reviews of the Township Planning Commission, Lancaster County Planning Commission, and adjoining municipalities into which road improvements will extend as shown on the proposed Official Map. The Board of Supervisors has further held a public hearing on the revision to the West Donegal Township Official Map in accordance with the requirements of Article IV of the MPC.
