The requirements of this article shall apply to all uses within
all zoning districts. It is the intent of this part that adequate
off-street parking and loading facilities shall be provided for each
use of land. These requirements are intended to be based upon the
demand created by each use, and where multiple uses occur upon a single
lot, the off-street parking and loading requirements for each use
shall be provided.

A. Dwellings: two parking spaces for each dwelling unit. Townhouse parking
shall not be located on the street frontage and shall not have direct
access to the street. Street access shall be limited to one two-way
access drive for each row of townhouses.
B. Hotel, motel, tourist home, boarding home, bed-and-breakfast establishment:
one parking space for each rental unit or bedroom in a bed-and-breakfast
establishment. In addition to this requirement, one off-street parking
space shall be provided for each employee on the largest shift at
any hotel and motel, and off-street parking shall be provided for
the residential use of the structure in the case of a tourist home,
boarding home, or bed-and-breakfast establishment.
C. Theater, auditorium, church, stadium, membership club, lodge, hall,
funeral home, and similar place of public assembly: one parking space
for each five permanent seats. In the case of an establishment without
permanent seats, one parking space for each 50 square feet of floor
area used for assembly purposes.
D. Restaurant or tavern: one parking space for each four seats of planned
capacity, plus one parking space for each employee on the largest
shift.
E. Fast-food restaurants: one parking space for every two seats plus
one parking space for each employee on the largest shift.
F. Medical clinic or offices for doctors, dentists, or other health
professionals: four parking spaces for each doctor, dentist, or other
health professional engaged in practice at the clinic or office.
G. Continuing care retirement facility or nursing home: one parking
space for each five beds in the institution, plus one parking space
for each employee on the largest shift. Where individual dwelling
units are provided in the form of apartments, cottages or bungalows,
one parking space per dwelling unit is required.
H. Vehicle repair, service, and washing facilities: one parking space
per 400 square feet of repair or service area plus additional spaces
required for necessary vehicle storage plus one parking space per
employee. If washing facilities or minor service repairs are provided
accessory to a convenience store or other retail use, parking shall
be provided in accordance with retail uses.
I. Commercial establishments other than those specifically mentioned
herein: sufficient space to accommodate the vehicles of all persons
to be employed on the premises and to have business thereon. In no
case shall there be less than one parking space for every 300 square
feet of floor space other than warehouse or storage areas.
J. Manufacturing or industrial establishments: one parking space for
each employee on the largest shift. In all cases a plan shall accompany
the application for the zoning permit which shall provide relevant
data to show that the facilities to be provided will meet all anticipated
needs for parking for the establishment.
K. Riding stables and riding clubs: one parking space for every two
rental stalls, plus one per every four seats of spectator seating.
L. All structures and uses not specifically mentioned above: one parking
space shall be provided for each employee on the largest shift. Sufficient
parking spaces shall be provided to accommodate the vehicles of all
persons who would have business thereon or who would reside on the
premises.
The Zoning Hearing Board may, by special exception, grant permission
to locate parking spaces on a separate lot or lots. Such lot or lots
shall be located within 500 feet from the lot on which the use requiring
parking is located, and shall have safe pedestrian walkways to enable
persons parking in the off-premises parking area to gain access to
the use. Such off-premises parking spaces shall not thereafter be
reduced or be encroached upon in any manner. Such off-premises parking
spaces shall be located within the same zoning district as the use
to which they relate and shall not be claimed by more than one user
for use at the same time.
Adequate off-street loading and unloading space shall be provided
on the same lot with every building or part thereof hereafter erected
or occupied for any use which involves the receipt or distribution
of materials or merchandise by motor vehicle. This space shall be
so placed and arranged as to not interfere with the free movement
of vehicles and pedestrians over a public street.
Motor vehicles without current license plates and current inspection
stickers shall not be parked or stored in any zoning district other
than in a completely enclosed building. Recreational vehicles, boats,
trailers or other similar vehicles shall not be parked or stored in
any zoning district other than in a rear yard or in a garage. All
such storage shall meet the same setback requirements as for accessory
structures. If insufficient rear yard area exists to meet the requirements
of this subsection, the Zoning Officer may permit the storage of a
motor vehicle, recreational vehicle, boat or trailer within the side
yard setback, provided that such storage is located behind the building
setback line, and the setback requirements for an accessory structure
will be met. The requirements of this section shall not be applicable
to farm implements and other farm vehicles not normally used as a
means of conveyance on public highways. Nothing contained herein shall
be deemed to authorize the parking or storage of any motor vehicle,
recreational vehicle, boat or trailer in any zoning district unless
such motor vehicle, recreational vehicle, boat or trailer is an accessory
use to the present use of the property. Notwithstanding the foregoing,
this section, in and of itself, shall not be interpreted to prevent
the unenclosed storage of motor vehicles without current license plates
or inspection stickers if such storage is performed in conjunction
with the legal operation of a motor vehicle sales establishment, a
motor vehicle service or repair establishment, or junkyard.
