A.
The purpose of this chapter is to:
(1)
Provide for the employment and compensation of Township employees on the basis of merit and proficiency, free of personal and political consideration.
(2)
Provide fair and equitable incentives and conditions of employment free of harassment of any kind.
(3)
Provide for appointments and promotions based upon the merit principle.
(4)
Stimulate high employee morale through fair personnel administration and continuity of employment, subject to good behavior, satisfactory performance and the availability of funds.
B.
Unless exempted or preempted by the New Jersey Civil Service Act, N.J.S.A. 11A:1-1 et seq., this chapter shall pertain to all present and future employees of the Township.
