All acts constituting lewd, immoral or indecent conduct, unlawful destruction of property, willful injuries to or unlawful interference with persons, hazards to the public health and breaches or disturbances of the peace not expressly mentioned in this article are severally prohibited.

No persons shall indulge in and utter loud and offensive or indecent language in any public or private place within the Township of Allamuchy where that language is of such a nature as to be likely to incite the hearer of that language to an immediate breach of the peace.
No persons shall write or cause to be written any lewd, indecent or obscene word or mark whatsoever or draw or cause to be drawn any lewd, indecent or obscene figure upon any house, building, wall, fence or other place in the Township of Allamuchy.
No person shall participate in or incite by overt acts any disturbance or riot or any unruly, boisterous, noisy, unlawful or disorderly assemblage constituting a breach or disturbance of the peace.
No person shall at any time or place willfully disquiet, interrupt or disturb any assembly of people met for a lawful purpose, either by making a noise or by rude, disorderly or indecent behavior or profane language, either within the place of meeting or out of it so near as to disturb the order and solemnity of the meeting, and shall, by noisy, rude, improper or disorderly conduct in any library or reading room, disturb or interrupt the quiet and good order of those who resort to and use such library or reading room for reading or study.
No person, whether owner, tenant, occupant or guest, shall suffer or take part in any drunken, riotous or other disorderly conduct that shall disturb the peace and quiet of any family or neighbor or any of the inhabitants of the Township of Allamuchy.
No person shall maliciously destroy, damage or injure the property of another.
No person shall interfere with, hinder, disturb or obstruct the proceedings, functions or deliberations of the Council or any other official body of the Township, nor shall any person molest, obstruct, hinder or interfere with any Township officer or official engaged in the performance of his duty or knowingly resist or oppose any person authorized by law to make arrests or to serve any writ, bill, order or process when the person so authorized is acting in the performance of his duty.

No person shall willfully obstruct, molest, hinder, annoy, frighten, threaten, insult or interfere with any other person lawfully upon any public thoroughfare or in any public place or in any automobile, bus or other public or private conveyance lawfully upon any public thoroughfare.
No person shall place or throw or suffer or permit the depositing of any stone, sticks, glass, snow or ice or any hard, dangerous or offensive substance upon any street, avenue, road, highway or other public thoroughfare, nor shall any person throw any such object or substance at, upon or against any person, vehicle of transportation, building or other structure.
No person shall disturb the exercises of any school or molest or give annoyance to children attending such school or any teacher therein.[1]

No person shall make, continue or cause to be made or continued any unnecessary or unusual sound or noise which either annoys, injures or endangers the comfort, repose, health or safety of others unless the making and continuing of the same be necessary for the protection or preservation of property or of the health, safety, life or limb of some person.
It shall be unlawful for any person to deposit any filth, garbage or waste matter at any point or place within the corporate limits of the Township in such quantity or in such manner as to cause or create offensive odors that may become a public nuisance or deleterious to the public health.
No person shall willfully and maliciously ring or cause to be rung any bell or alarm of any fire company or ambulance association thereby giving or causing to be given a false alarm of fire or ambulance call or shall willfully send any message of false alarm of fire or ambulance call by telephone or by any other method or means.
No person shall utilize any light or other object which reflects light which annoys, injures or endangers the comfort, repose, health or safety of others unless the making and continuing of the same is necessary for the protection or preservation of the property or of the health, safety, life or limb of some person. Any use of lighting to protect the property of another shall be screened from the view of adjoining property owners so as to avoid injury or annoyance to other persons.

The definitions contained in this section shall apply in the interpretation and enforcement of this article:
DISORDERLY ASSEMBLAGE
Any two or more persons gathered together and acting in a boisterous, noisy, riotous, offensive, disorderly or threatening manner toward each other or others or committing any acts which in any way breach or disturb the peace or tend to breach or disturb the peace.
DISORDERLY HOUSE
Any building or structure or any part thereof which is used for the sale, use, manufacture or distribution of "controlled dangerous substances," as defined by N.J.S.A. 2C:35-2, or "drug paraphernalia," as defined by N.J.S.A. 2C:36-1, or which is frequented by persons violating the Controlled Dangerous Substances Act,[1] or in which that law is habitually violated.
PARENT or GUARDIAN
Includes any adult person having care or custody of a minor, whether by reason of blood relationship, the order of any court or otherwise.
PUBLIC PLACE
Any place to which the public has access, including but not limited to any street, highway, road, alley, sidewalk or railroad station. This definition shall also include the front or the neighborhood of any store, shop, restaurant, tavern or other place of business, public grounds, public areas, parks, as well as parking lots or other vacant private property not owned by or under the control of the person charged with violating this article or, in the case of a minor, not owned or under the control of the minor's parent or guardian.

A. 
No person shall write or cause to be written any lewd, indecent or obscene word or mark whatsoever or draw or cause to be drawn any lewd, indecent or obscene figure upon any house, building, wall, fence or other place in the Township.
B. 
No person shall deface or damage any building or other structure owned by any person or public entity by placing thereon any graffiti, epigraph or inscription without the consent of the owner of the said building or structure.
No person shall maintain or cause or permit to be maintained a disorderly house in any building or structure or on any premises owned, occupied or controlled by that person, nor shall any person permit any building or other structure or any premises owned, occupied or controlled by that person to be frequented or used by disorderly persons.
No person shall at any time or place willfully disquiet, interrupt or disturb any assembly of people met for a lawful purpose, either by making a noise or by rude, disorderly or indecent behavior or profane language, either within the place of meeting or out of it so near as to disturb the order and solemnity of the meeting.

No person shall willfully place, throw, plow, snow blow, leaf blow, shovel or rake or suffer or permit the depositing of any leaves, snow, ice, stone, sticks, glass or any hard, dangerous or offensive substances upon any street, avenue, road, highway or other public thoroughfare, nor shall any person throw any such object or substances at, upon or against any person, property, vehicle, building or other structure.
No person shall unnecessarily obstruct any street, avenue, road, highway or public place with any kind of vehicle or vehicles or with a box or boxes, wood or any other thing.
No person shall disturb the exercises of any school or molest or give annoyance to children attending such school or to any teacher therein.
No person shall make, continue or cause to be made or continued any unnecessary or unusual sound or noise which either annoys, injures or endangers the comfort, repose, health or safety of others. Noisemaking for the purpose of deterring animals is not considered preservation of property.
It shall be unlawful for any person to consume alcoholic beverages or controlled dangerous substances in any public place, or to carry open bottles or containers of any alcoholic beverage for consumption in any public place. This section shall not apply to persons consuming alcoholic beverages or carrying open bottles or containers of any alcoholic beverage for consumption in a public place, where such use or consumption of alcoholic beverages is conducted in compliance with an alcoholic beverage license permitting such use or consumption.
No person shall go about from door to door or place himself or herself in the streets to beg or gather alms.
Any person violating any of the provisions of this article shall, upon conviction, be liable to the general penalty in Chapter 1, Article II, General Penalty, of the Township Code.
