§ 5-1
Check signer; procedure for use. 

The Housing Authority of the City of Woonsocket, Rhode Island, adopts the following procedure for the use of the Martin Yale 911 Automatic Check Signer:

A. 

The check signer will be used for signing Section 8 landlord checks and accounts-payable vendor checks only.

B. 

The check signer requires both executive and operator security codes to operate. The executive code will be known only to the Executive Director and Chairperson of the Board of Commissioners (or their designee). The operator code shall be known only to the Assistant Director for Administration and Finance (or his/her designee). The actual codes shall be written and placed in sealed envelopes in a fireproof safe.

C. 

Before checks are signed through the check signer, the Executive Director (or designee) and the Chairperson (or designee) will sign off on the check register which is generated at the same time that the checks are prepared. The Executive Director and/or Chairperson will note on the check register those checks that are to be voided.

D. 

The checks will be fed through the check signer. A log will be maintained which will record the check numbers issued, the number of checks issued and the beginning and ending machine meter readings. The log will be initialed by the Assistant Director for Administration and Finance (or designee).
