A. 
Limited time parking. The parking of vehicles at the former municipal parking lot known as the "Marina Parking Lot" shall be prohibited for a period longer than four continuous hours between the hours of 9:30 a.m. and 6:00 p.m., inclusive.

B. 
Nightime parking prohibited certain hours. The parking of vehicles at the former municipal parking lot known as the "Marina Parking Lot" shall be prohibited between the hours of 4:30 a.m. and 9:29 a.m., inclusive.
C. 
Said parking area is more particularly described as follows: All that certain plot, piece or parcel of land situate, lying and being in the Town of Rye, Village of Port Chester, County of Westchester, State of New York, and more particularly bounded and described as follows:
Beginning at a point on the southerly side of Willett Avenue, said point distant 214.85 feet as measured easterly along Willett Avenue from its intersection with the westerly side line of Abendroth Avenue, and running the following courses and distances:
South 16 degrees 39'29" a distance of 140.07 to a point; thence south 19 degrees 05'58" west, a distance of 68.10 feet to a point; thence on a curve to the right, said curve having a radius of 224.50 feet, an arc length of 48.38 feet to a point of tangency; thence south 31 degrees 26'46" west, a distance of 24.58 feet to a point of curvature; thence on a curve to the right said curve having a radius of 47.50 feet, an arc length of 46.88 feet to a point of tangency; south 14 degrees 26'58" west, a distance of 93.45 feet to a point; thence south 75 degrees 33'02" east, a distance of 52.78 feet to a point; thence south 50 degrees 39'34" east, a distance of 50.45 feet to a point; thence south 08 degrees 25'25" west, a distance of 56.51 feet to a point; thence south 67 degrees 05'06" west, a distance of 77.74 feet to a point; thence north 50 degrees 39'34" west, a distance of 32.30 feet to a point; thence north 75 degrees 33'02" west, a distance of 13.40 feet to a point; thence south 14 degrees 26'58" west, a distance of 6.79 feet to a point of curvature; thence on a curve to the right, said curve having a radius of 90.05 feet, an arc length of 82.82 feet to a point of tangency; thence south 66 degrees 52'49" west, a distance of 26.08 feet to a point of curvature; thence south 18 degrees 12'01" west, a distance of 138.43 feet to a point; thence, north 80 degrees 35'13" west, 67.43 feet to a point on the easterly side of Abendroth Avenue; thence along Abendroth Avenue, north 15 degrees 25'18" East 311.14 to a point; thence continuing along Abendroth Avenue, North 12 degrees 53'56" east 122.69 feet to a point on the southerly side of Adee Street; thence across the intersection of Adee Street, being the new easterly side of Abendroth Avenue, north 5 degrees 42"35" east 55.82 feet to a point; thence continuing along Abendroth Avenue, north 9 degrees 10'07" east 106.20 to a point; thence continuing along Abendroth Avenue, north 2 degrees 56'17" east 46.79 feet to a point; thence continuing along Abendroth Avenue, north 15 degrees 31'18" east 9.52 feet to a point; thence leaving Abendroth Avenue, south 74 degrees 28'42" east 125.00 feet to a point; thence north 15 degrees 31'18" east 107.40 feet to a point on Willett Avenue; thence along Willett Avenue, south 74 degrees 28"42" east 89.84 feet to a point, the place of beginning.
D. 
Exemptions.
(1) 
The Village shall issue, at no cost, a fixed and mutually agreed-upon number of special permits to the developer for its exclusive use and distribution, such that when prominently displayed on any motor vehicle shall exempt said vehicle from the provisions of this section.
(2) 
The Village shall issue to holders of permits for boat slips at the Village marina one decal per slip (with up to two license plates) such that when prominently displayed on any motor vehicle shall exempt said motor vehicle from the provisions of this section between April 15 and November 15.
