The requirements of this chapter apply to all private exterior
lighting within the Village, except for lighting within public rights-of-way
and/or lighting located on public property.
The following standards provide uniformity in exterior lighting
and illumination development within the Village:
A. In addition
to meeting the electrical and building codes established by the State
of Wisconsin, all exterior lighting shall comply with the standards
set forth herein:
(1) Vehicular
areas shall be illuminated using high cutoff luminaires which keep
off-site overspill and night sky lighting to a minimum.
(2) Size
and scale of light and luminate should match site and building scale,
color, and theme.
(3) Location
of fixtures should emphasize intersections and pedestrian access routes
yet provide a uniform level of illumination.
(4) Location
of fixtures should be lowered in pedestrian areas to emphasize the
walking surface.
(5) All
outdoor lighting for commercial, industrial, and multifamily uses
shall be designed, located, and mounted so that the maximum illumination,
as measured horizontally at the lot line, does not exceed 1.0 footcandle.
(6) Exterior lighting may not be directed upwards, except as described in §
279-4 of this chapter.
(7) All
fixtures shall meet dark sky friendly guidelines.
B. Steps shall
be taken to minimize glare to the maximum extent practicable, such
as by orienting the lights away from abutting residential properties
or planting trees to block other properties from the glare.
The following are exempt from the requirements of this chapter,
to the extent described as follows:
A. Motion
detector security lights which are normally off and which are activated
on for less than four minutes occasionally when motion is detected.
B. In the
case of state and national flags, statues, or other top-of-pole mounted
objects which cannot be illuminated with downward directed lighting,
upward directed lighting may be used only in the form of one or two
narrow cone spotlights which confine the illumination to the object
of interest, and provided that the lighting is restricted to an angle
of not less than 75° up from horizontal.
All lighting fixtures existing prior to the effective date of
this chapter shall be considered as legal conforming structures. All
replacement fixtures shall fully comply with the requirements of this
chapter.
