There shall be established the Milford Animal Control Division of the Milford Police Department. The Animal Control Division shall be supervised by the Animal Control Officer, who shall report to the Chief of Police and who shall have such powers and duties as are set forth in the Connecticut General Statutes as same may be amended from time to time.

There is hereby created an Animal Shelter Commission consisting of five members, who shall be appointed by the Board of Aldermen. Members shall serve for terms of five years, provided that, if a vacancy occurs for any reason prior to the expiration of any member’s term, the Board of Aldermen shall appoint a replacement to serve for the remainder of the existing term. The Animal Control Officer shall be an ex officio member of the Animal Shelter Commission.

The Animal Shelter Commission created by Section 4-13 shall select its own chairman and adopt its rules of order in accordance with Chapter 2, Article III, Division 2, of this Code of Ordinances.

The Commission created by Section 4-13 of this chapter shall consult with the Animal Control Officer and be advisory to the Chief of Police in matters pertaining to maintenance and operation of the animal shelter; formulation of policy regarding animal shelter activities; and hiring, supervision and evaluation of the Animal Control Officer. In the event of a vacancy in the position of Animal Control Officer, the Commission shall also make recommendations to the Chief of Police pertaining to the hiring of the Animal Control Officer. The Animal Shelter Commission shall also make recommendations to the Chief of Police and Animal Control Officer to promote a high standard of the humane care and treatment of animals within the City of Milford.
