(a)
The parking area adjacent to Gulf Beach or Walnut Beach or any other area designated by the Milford Police Department may be divided into a restricted area and an unrestricted area to be clearly marked and designated by appropriate signs. No person shall park a vehicle in any restricted area unless such vehicle shall have visibly displayed on the lower right-hand (passenger side) corner of the rear windshield or passenger side rear bumper, a sticker for the current year certifying that the owner is a resident or taxpayer of the City. Notwithstanding the foregoing, the board of Police Commissioners may designate up to eight parking spaces within the restricted area at Gulf Beach which do not require a sticker but which are subject to a thirty- minute time limit restriction.
(b)
(1)
Parking stickers may be obtained either in person or by mail from the City of Milford Tax Office upon proof that the registered owner of the vehicle is either a resident or a taxpayer of the City. Stickers may be obtained free of charge by eligible residents and taxpayers from the City of Milford Tax Collector's Office commencing August 15, 2005. All mail-in applications must be accompanied by a photocopy of a current, valid motor vehicle registration and one or more of the following as may be applicable pursuant to Section 14-12(c) below:

Replacement of any sticker obtained on and after August 15, 2005, may be had for a fee of $25 accompanied by an affidavit of lost, stolen or destroyed sticker. Replacement stickers shall be provided free of charge to any eligible person who transfers his registration to a new vehicle or has a rear windshield or rear bumper replaced and provides satisfactory proof thereof.

All stickers shall be valid for one year periods commencing January 1, 2006, and expiring December 31 in each year thereafter. Any sticker presently in use shall expire December 31, 2005.
(c)
For the purposes of this section, an eligible resident or taxpayer is defined as follows and must present a current, valid motor vehicle registration to obtain a parking sticker.
(2)
Any year-round tenant (lease must read 12 months or more) occupying a dwelling in the City of Milford, upon submission of a lease or sworn affidavit from the landlord.
(3)
Any summer tenant renting a house or lodging in the City of Milford for one month or more after presentation of a motor vehicle registration and lease, or sworn affidavit from the landlord.
(4)
Any association, corporation, business or individual owning commercial real estate or personal property in the City of Milford, and paying property taxes thereon, is entitled to have one individual designated as eligible to obtain a parking sticker.
(d)
General prohibitions.
(1)
Parking stickers are nontransferable.
(2)
Obtaining or attempting to obtain a sticker under false pretenses.
(3)
Aiding an ineligible person in an attempt to obtain a sticker.
(4)
No sticker shall be issued to any person who has unpaid taxes.
(5)
Displaying or aiding in the display of any sticker obtained in violation of the lawful procedures contained herein.
(e)
Penalties. Any person who violates, or assists another in violating any of the provisions of this section shall be deemed to have committed an infraction and in addition, shall forfeit the right to a sticker and attendant parking privileges for a period of two years. Such persons shall immediately remove the sticker from their vehicle. In addition to any other remedies, the City may institute an action for injunctive and other judicial relief to enforce the provisions of this section.
