A. Composition. The Golf Course Commission shall consist of two Village
Trustee members and three citizen members.
B. Appointment.
(1) Trustee members. The Trustee members shall be annually appointed
by the Village President, subject to confirmation by the Village Board,
during the month of January of each year.
(2) Citizen members. The three citizen members of the Commission shall
be appointed by the Village President, subject to confirmation by
the Village Board. At least two of the citizen members shall be residents
and reside within the Village. Members shall be appointed during the
month of January; such members shall be appointed for a term of three
years.

C. Organization. A Chairperson shall be appointed annually by the Village
President. The Commission shall choose from among its members a Secretary
who shall keep minutes of all meetings and transmit them to the Village
Clerk-Treasurer for dissemination to the Village Board.
D. Meetings. Meetings shall be held on a set monthly meeting day and
time as determined by the Commission, and such other meetings shall
be held as necessary after legal notifications are given as to time,
date, agenda and location of meeting.
E. Duties and responsibilities. The Golf Course Commission shall:
(1) Generally oversee the management and operation of the Luck Golf Course.
The Commission shall have the authority to make rules and regulations
for the management of the golf course and facilities as it shall from
time to time find necessary for the safe, economical and efficient
operation of the Luck Golf Course.
(2) Report to the Village Board at its regularly scheduled monthly meeting
regarding facilities operation, financial status and any other information
the Village Board may deem pertinent.
(3) Submit for approval by the Village Board all legally binding contracts.
(4) Review and adopt an annual budget for the operation of the Luck Golf
Course, including a recommendation on all rates, fees and other prices
charged to golf course patrons, subject to approval by the Village
Board.
F. Accounting. The Village Clerk-Treasurer shall administer all books
of account, which shall be on forms and in the manner prescribed by
the Village accounting practices. The Clerk-Treasurer shall supervise
payment for services, payroll and benefits administration, banking
procedures, and preparation and submission of such reports as may
be required by the Department of Revenue and Village Board.

No person not a resident of and not residing in the Village
shall be appointed in a voting capacity to any Village board or commission,
except the Library Board, Tourism Commission, and the Golf Course
Commission. Any board or commission member who moves from the Village
shall be removed from such board or commission but may be appointed
to serve in an ex officio capacity.
